Plum develops and manufactures elegant, state-of-the-art wine preservation and dispensing appliances for the connoisseur, enthusiast, restaurant, bar or hotel.In my role, I developed an ISO 9001 Quality Management System from scratch. Defined part qualification procedures for key components of the wine appliance. Identified key regulatory requirements for appliances in development.• Drafted a complete Quality Manual for all Plum operations.• Drafted key Quality Work Instructions and SOPs to cover the requirements of the ISO 9001 standard.• Drafted Work Instructions for the key work groups (i.e. Mechanical Design, Software Design, Customer Service, etc.).• Defined qualification procedure and test requirements for key components in the wine dispensing circuit.• Characterized the voltage/temperature relationship for the Thermoelectric Module (TM) used in the new design.

Applied Research Laboratories is a full service internationally accredited testing laboratory, providing product safety testing services for compliance to recognized standards, including field evaluations and performance testing for a wide variety of consumer products along with Listing, Labeling, and Follow-Up Services.As Director of Quality Assurance, I led all aspects of laboratory operations from a quality perspective, to ensure compliance with the requirements of applicable international standards.• Key role in ARL’s obtaining coveted Nationally Recognized Testing Laboratory (NRTL) status.• Managed NRTL and ISO/IEC 17025/17065 Scope Expansion activities.• Modernized the lab’s ISO/IEC 17025 and 17065 quality management system.• Conducted Field Evaluations and Engineering Technical Evaluations.• Conducted Factory Compliance Inspections.• Managed testing laboratory equipment program, including calibration requirements and new equipment releases.

Directed the Compliance Engineering team that defined the applicable product safety, environmental, and regulatory requirements for all Motorola Mobility devices (sophisticated multi-band and multi-mode portable phones, tablets, and accessories) and coordinated their satisfaction. Sole Subject Matter Expert (SME) for North American regulatory affairs, handling all Federal Communications Commission (FCC) and Industry Canada (IC) handset certifications. Worked extensively with in-house and retained legal counsel, Telecommunications Industry Association’s (TIA) Technical Regulatory Policy Committee (TRPC), and FCC Office of Engineering and Technology to influence rule-making advances that facilitated the development of new, innovative mobile products and technologies.• Eliminated product safety concerns, totally averting lawsuits. No instances of regulatory sanctions related to device approvals.• Secured FCC relaxation of Telecommunications Certification Body (TCB) Exclusion List rules for devices employing simultaneous transmitters and power management techniques for RF Exposure compliance, which ultimately led to new FCC policies for the entire industry and cut approval time by more than half.• In concert with TIA’s TCRP, attained FCC rulemaking to allow electronic labeling for key regulatory markings, reducing physical label size and improving configuration management.• Managed the Hearing Aid Compliance (HAC) status of the entire Motorola Mobility device portfolio to comply with FCC rules, and avert enforcement actions.• Secured and managed blanket Experimental Licenses, providing maximum flexibility for product development and user trials. • Supported regulatory device filings in Latin America, Europe, and Asia, resulting in timely approvals.• Co-led project team to develop and deliver a workflow management tool for product safety and compliance planning and execution, significantly improving the organization’s effectiveness.

Led three engineering teams involved in the mechanical, environmental, electrical, and acoustical design verification of all iDEN radio products during their development, as well as management/expansion of associated multi-million-dollar test facilities. Authored product test capabilities roadmap to support new product releases. Administered FCC Type Approval process for new iDEN products, including Permissive Changes. Spearheaded obtaining Full Quality Assurance (FQA) approval (under Annex IV of European Union’s TTE Directive, then later under Annex V of the R&TTE Directive) for Plantation design and manufacturing facility, thus enabling design and marketing of radio products intended for the European market. Was prime contact for third-party audits of this quality system.• Drove utilization of TCBs for iDEN mobile devices, dramatically improving the FCC and IC filing cycle times.• Consulted on the development of IEEE C63.19 Hearing Aid Compatibility test standard to include Motorola’s proprietary iDEN cellular protocol. Filed first iDEN HAC compliance report with FCC (resulting in second HAC grant ever issued for any mobile device), thus meeting rule requirements well ahead of the deadline.• Documented FQA Quality Plan for all Motorola Mobile Devices businesses globally, under Annex V of R&TTE Directive, securing key market access.• Managed multi-million-dollar design verification test laboratories, including several multi-million-dollar expansions critical to supporting new, evolving technologies.• Leveraged automated test team’s expertise to deploy flexible, easy-to-use test capabilities directly onto benchtops, significantly enhancing design engineers’ efficiency and accuracy.• Designed and implemented an automated workflow management system to take control of product RF Exposure (SAR) testing process, resulting in $250k savings per year.

Managed an engineering team tasked with conducting all design validation and verification activities, including reliability and fitness-for-use assessments, for Motorola portable and mobile two-way radio products in development throughout the Sector. These included iDEN cellular phones as well as commercial, industrial, and governmental two-way radio products. This required building, maintaining, and managing a multi-million dollar environmental test laboratory.In this capacity I was responsible for the development of new product quality plans, the development and management of test process improvement roadmaps, and advanced reliability and product performance test techniques. Key Contributions/Accomplishments:• Created and deployed a worldwide Motorola Environmental Performance Quality Standard for use at all Land Mobile sites worldwide.• Led the development and deployment of an ISO-9001 quality system for the Plantation facility, also writing most of the documents.• Responsible for management of the Ship Authorization process from the Quality Organization’s perspective.

Had sole responsibility for all technical aspects of Factory operation, including the investigation and resolution of customer field issues. To accomplish this, I managed the efforts of a small task force, comprised of six engineers and technicians. During my incumbency, Motorola decided to relocate all Mobile Data operations, whereupon my responsibilities shifted toward the management of the transfer of manufacturing operations to other Motorola sites, as well as that of a third-party contract manufacturer.

Acted in both the Factory support and product development roles for an organization involved in the design and manufacture of state-of-the-art quartz crystal filter and oscillator component technologies, intended for use in Motorola’s premier radio products. This position required extensive interfacing with product development engineering teams, outside vendors, and both local and international manufacturing facilities. On-site support for the international facility was often required. Primary responsibilities included the development and maintenance of processes and equipment to maximize device quality and yields. I gained significant experience with thin film deposition, active-trim hybrid, high vacuum, and cryogenic technologies.
