As the primary staff member reporting to the Project Director I play a part in all managerial decisions, briefings to executive leadership and supervision of the assigned team members. Additionally, I maintain program level responsibility which includes being the team member representing IRS-CI, as well as leading the project efforts in strategic communications, stakeholder engagement and international efforts.In this role I primarily focus on leading efforts to deliver an improved taxpayer experience as related to digital assets as well as ensuring that IRS staff are trained appropriately to understand how digital assets may apply to their role. I also have primary responsibility in evaluation and making recommendations related to IRS Civil contracts for tracing, open source intelligence and basis computation as related to Digital Assets.
Acting Director, Center For Science And Design
I completed a 120 day detail as the Acting Director for the Center for Science and Design (CSD) within IRS-CI. In this role I supervised approximately 40 staff across three sections which were responsible for ongoing case work as well as several support services. This included supervision of the Trial and Design section which completes all visual aids and illustrations for cases being prosecuted by IRS-CI. In addition, I oversaw the development and design of assets prepared for IRS-CI's communications and recruiting efforts. This included visual content for national/international briefings, social media posts, web communications and press releases. I also oversaw the Multimedia and Deception Detection Unit which is responsible for audio/video enhancement, facial recognition and polygraph services. Finally, I led the Scientific Services section which carried out traditional forensic tasks including: latent fingerprint analysis, ink analysis, shredded paper reconstruction, DNA collection, and handwriting analysis.As the Acting Lab Director I accomplished several tasks which included advancing the ongoing efforts to implement facial recognition as a tool for IRS-CI Special Agents along with implementing the training and use of advanced DNA collection technology. I also supported efforts related to the lab's accreditation and was able to source funding for various training events.

I was charged with implementing an entirely new strategy to train the Taxpayer Advocate's Case Advocates, which represent the largest portion of the organization's staffing. Case Advocates are Taxpayer Advocate's primary taxpayer facing workforce and provide critical services to tens of thousands of taxpayers each year.This project was a developmental assignment as a part of IRS Executive Readiness that included:- Hiring a staff of 50 that included a Senior Manager, 4 Front Line Managers and over 40 front line employees- Developing training, policy documents, marketing materials and an implementation plan - Delivering high level briefings to IRS executive leadership and Taxpayer Advocate Service stakeholdersAt the conclusion of my implementation of this new training program, it was expanded to support additional hiring needs which was a testament from Taxpayer Advocate leadership on its success. In just 6 months this new organization closed over 6,000 cases and elevated the available Case Advocate roster over 15% which directly provided relief to taxpayers.
