John Ricca served for 22 years in the U.S. Army as a field artilleryman and a nuclear weapons specialist. Subsequently, he has been working for the federal government for an additional 27 years as a civilian WMD analyst. He has a masters degree, and has completed approximately two dozen technical courses in nuclear, biological & chemical weapon sciences with U.S. Army schools, the Defense Nuclear Weapons School, and the Department of Energy national laboratories. He has been a guest lecturer at the State Department’s Foreign Service Officer Training Academy, the Uniformed Services University of Health Sciences, the DC Emergency Management Agency, and at several federal government non-proliferation conferences. John has been the project leader and coordinating author for several studies of WMD proliferation and U.S. vulnerabilities. Recently he was a member of the Defense Nuclear Weapons School’s Outreach / Partnership program instructor team, supporting the Federal Law Enforcement Training Center, National Guard organizations, and other government educational institutions. He has provided technical instruction to approximately one dozen of the Civil Support Teams (CSTs). John is currently performing a special technical project for the Office of Nuclear Matters, and is on-call to serve as a senior technical advisor to the U.S. Nuclear Weapons Council Staff.
