2020 Strategies provides customized consulting services to advance good public policy. We help organizations understand the nexus of policy, advocacy and elections. Our mission is to help people and organizations who believe in freedom, liberty, and opportunity achieve their goals and objectives.

Led 501(c)(3) educational, 501(c)(4) advocacy, and 527 political entities. AFC is the nation’s largest and most effective school choice organization whose mission is to empower families, especially lower income families, with the freedom to choose the best educational environment for their child. In both roles, oversaw finance, development, communications, policy, compliance, state and federal program work. Served as the primary public face of the organization with allies and the media. Worked closely with Boards of Directors and major donors to grow and sustain donor base. Managed 40-person staff with investments in 15-18 states plus D.C. each year, and an annual budget of $20-$22 million. Significant growth in staff, budget, influence, and donor return on investment over 11 years.

As Interim President, led year-long transition to a new organizational structure encompassing educational, advocacy and political work. Worked with Boards of Directors to maintain strong donor base in a challenging economic environment. In both roles, managed activities and staff for the Alliance and its affiliate Advocates for School Choice. Worked with department directors to carry out state program work and implement the organizations’ strategic plan. Built strong organizational profile in Washington, D.C., and managed the coalition to save/support the D.C. Opportunity Scholarship Program. Consulted from fall 2009 to fall 2010 when appointed COO.

Advised clients on K-12 education policy, government affairs, strategic communications, and navigating difficult political environments. Partial list of clients: Alliance for School Choice; Educational Testing Service (ETS); Californians for Schwarzenegger; E-Diligence; National Parent Teacher Association (PTA).

Managed daily operations for national organization of state school chiefs committed to education reform. Worked closely with CEO to develop and implement policy, fundraising, communications, and advocacy agenda which led to the organization’s dramatic growth in influence and membership over two years.

Chief strategist and policy advisor for elected state Superintendent of Public Instruction. Supervised 120 employees and $3 million in annual operating budgets. Responsible for legislative, information technology, research, and charter school divisions. Managed successful implementation of landmark student accountability information system.

Established formal dialogue with state business leaders and associations on the Congressman’s behalf. Provided regular briefings for the state’s business community and other key constituencies on the issues before the House Ways and Means Committee.

Managed a 40-person research team that tripled the 1992 data warehouse and produced an unprecedented amount of analysis on the Clinton Administration record. Promoted to division director following the campaign and designed the strategic research plan for 1997-98 election cycle.

Managed legislative and committee activities for freshman congresswoman from California. Worked with interest groups, businesses, and community leaders affected by her work on the Science and Transportation Committees. Advised the congresswoman on votes, legislation, bill sponsorships and local/national news responses.

Developed and implemented a comprehensive plan for the Committee’s national research operation. Supervised 25-person staff that delivered timely and accurate research to hundreds of campaigns and party affiliates across the country, contributing to historic across-the-board victories for Republican candidates.

Conducted research and analysis in Sacramento’s top public policy firm. Benchmark pioneered the use of information technology for its corporate, political, and government clients.

Tracked and responded to executive, legislative, business, and nonprofit inquiries into Department activities and programs for the state’s housing director.

Directed daily activities of 20-person research staff from 1990 to 1991. In 1989, served as first coordinator of nationwide effort to initiate state-run research programs. From 1987 to 1988, co-managed a staff of 80 analysts that researched and built a 125,000-quote database on national leaders, the largest issue-specific political data base ever constructed at the time.

Responded to constituent inquiries on federal issues pending in the United States Senate.
