Director of a federally funded community health center, serving medically underserved rural populations of Marin County, California through three clinics in Point Reyes Station, Stinson Beach, and Bolinas. I manage the ongoing grant-proposal process for CHA's funding sources (including Section 330, RHSD, EAPC, California Health Facility Finance Administration, Kaiser Community Benefit Program, Blue Shield Foundation, Marin Community Foundation and multiple other foundation grants) and oversee all strategic planning, organizational development, and administration.Some of my key accomplishments include:- Leading Coastal Health Alliance through FQHC certification and capturing ongoing federal grant funding-Quadrupling the total agency budget, -Negotiating an unprecedented contract alliance with Kaiser-Permanente to allow CHA clinics to provide primary care to Kaiser members; give our patients access to Kaiser specialists; and allow us access to Kaiser's research and training resources-Launching chronic disease management programs-Implementation of CHA's first mental health program -Overseeing the design, funding, and construction of the new Bolinas clinic, in tandem with construction of a new fire station and a park expansion, in partnership with the Bolinas Fire Protection District and Mesa Park, one the largest public-private joint ventures in Western Marin history- Championing the implementation of a cutting-edge electronic health records system by the members of the Redwood Community Health Coalition.-Partnering with three school-linked service collaborations-Participation in county-wide coalitions promoting expansion of immunization, mental health services, Latino community outreach and children's health care coverage.

Provided independent consulting services for hospitals, community health centers, and other health and human services agencies in community needs assessment, program planning, organizational development, grant writing, staff training, FQHC and Rural Health Center (RHC) certification, and Medicaid/Medi-Cal managed care.

A national health care consultancy (dba Rosenberg & Associates), advising health and human services organizations on the federal funding and designation processes, managed care, and organization development.Highlights included:- Helping St. Paul, Minnesota's public health department reorganize its primary care services to qualify for FQHC funding- Leading the planning of a new federally funded rural health center serving a multi-county area of Kansas and Nebraska.

Directed technical assistance and training efforts for a state association of federally funded community health centers.At WPHCA, I helped to develop and implement Wisconsin's FQHC policy, which was one of the first in the nation to accommodate Medicaid managed care contracting. Some other highlights included:- Leading a joint survey of providers in medical-shortage area and developing strategies for improving physician retention at local CHCs- Conducting a comprehensive assessment of rural homeless populations in six counties- Providing technical guidance and support to five rural and urban health centers.-Developing plans for a medical services program for low income unemployed persons in 17 county area.-Acting as liaison to State health manpower programs, including,primary care manpower needs assessment, participation in screening NHSC scholarship applicants, and providing outreach to medical schools and residency programs on community health practice opportunities

Led funding/refunding, budgeting, and service planning and development for a federally funded health center serving Milwaukee County’s native-American population.Some highlights included:- Developing a sourcing budget for the health center's $1.6 million operating budget- Planning and organizing an extensive agency reorganization, including adding services like an onsite lab and pharmacy- Introducing an innovative program to divert Indian children from the foster care system.

Provided consulting services to nonprofit health and human services agencies on organizationl development, management systems, grant writing, staff training, and needs assessment.

Managed program planning, funding, and organizational development for a multi-center social services and outreach agency operating in African American, Hispanic, and low-income white neighborhoods of Milwaukee.Highlights included:- Designing and managing a major agency reorganization- Rolling out new housing services and food stamp outreach programs- Completing all refunding proposals and budget reviews, including reporting back to the funding sources on how grants were used.

As acting director, I led the design and implementation of Milwaukee County's first USDA-funded WIC (Women and Infant Children) supplemental food program, including securing grant funding, developing the assessment process, and negotiating with local grocers and banks to accept and process WIC vouchers.
