Duties included all phases of project management including initial development, staffing, pricing, writing of proposals, specifications, and reports; client and regulatory body interaction/ negotiation, performing fieldwork and contractor oversight. Was the Program manager, section leader, QA officer and Health and Safety Officer for our field section and in control of the projects that were performed for the NAVFAC SE work orders under the BOC contract: the former Orlando Naval Training Center long term monitoring as well as the Jacksonville NAS Fire Fighters Training Facility and Jacksonville NAS Areas B and G long-term monitoring. These projects included the monitoring of over 650 wells and surface water locations for a broad range of parameters and the preparation of complex reports in a timely manner. I prepared work plans for the development of solid waste management plans, design of landfill gas monitoring systems and participated in the comprehensive assessment of environmental liabilities for NAS Pensacola and Whiting Field. Routinely involved in the characterization and/or remediation design for several sites in Florida under FAC 62-770 and 62-780. I also performed modeling of aquifer characteristics, hydrologic sampling/analysis, drilling oversight, screen zone and well characteristic determinations for potable water supply wells, deep injection wells, and aquifer storage (ASR) wells for sites throughout Florida.
Cape Canavera Air Force Station/ Cocoa Beach Florida
Primary responsibilities included managing projects to budget and schedule, report and technical document writing, writing proposals as part of a team, client interaction, and design and commission of contamination assessments and environmental baseline surveys. Provided technical oversight and Health and Safety support for environmental field operations. Acted as the Office Manager for Spec-Pro’s 45 Space Wing BOC offsite offices in Cocoa Beach for the period of one year. Typical assignments during this period of employment included the following: Designed and performed Site Contamination Assessments and RECRA/CERCLA based investigations for various locations with known or suspected soil or groundwater pollution on Patrick Air Force Base (PAFB), Cape Canaveral Air Force Station (CCAFS) and several Florida Army National Guard facilities; Removed or abandoned in place pollutant underground storage tanks; Prepared Environmental Baseline Surveys for the privatization of sites on CCAFS and PAFB, as well as for several National Guard sites. Surveys included the evaluation of potential property contamination that may have occurred over the period of US Military occupation and the compellation of geologic and hydrographic data. Several of the site assessments and surveys were of sites covering large areas. Inventoried, inspected and directed the proper abandonment of artesian water wells and septic tanks throughout Cape Canaveral Air Force Station; Performed the initial water use audit for and prepared the first Consumptive Uses of Water Permitting (CUP) for CCAFS for Saint Johns Water Management District; Wrote the Ozone Depleting Substances Management Plan and the Asbestos Operations and Maintenance plans for the 45th Space Wing; Wrote the range safety plan for the weather rocket launch complex; Wrote the environmental sampling portions for the ISO 9000/9001 Quality Assurance plan for SpecPro (Florida division).

Responsible for field data acquisition, analysis and evaluation; Drawing designs; Project specifications; Cost estimates; Onsite construction management and heath and safety support; Submittals and inspections for compliance with project specifications as well as the reporting and notifications required for each project to the client and governmental agencies. My primary job was to perform compliance and background monitoring of surface and ground waters of Kennedy Space Center and Cape Canaveral Air Force Station. Duties also included hazardous/toxic material spill response; soil sampling; exploratory drilling and sampling with a Geoprobe© direct push equipment and a field gas chromatograph; performing soil and water analyses in a screening laboratory, performing field analysis of water and soil samples; equipment pricing, acquisition, repair and calibration. Performed the initial contamination assessments at several former space launch complexes, one of which involved tracing two major DNAPL plumes, one for approximately ½ mile and the other for approximately one mile.
