I’ve accepted a casual term position with my former employer. I’m currently working remotely for the headquarters office where I’m sharing my operational and program expertise to help develop national policies to support recent legislative changes.

The programs we administer and the work we perform support Canadian business and help protect our economy. Our audits contributed to providing a level playing field for Canadian manufacturers and exporters in the global trade market by ensuring the accuracy of trade data; the proper assessment, collection, relief and deferral of duties and taxes; and the consistent interpretation and application of international agreements.The unit I managed -- the Origin and Valuation Team _ specializes in conducting audits on Canadian and Foreign Stakeholder’s premises to directly access their internal business records and accounting systems. We traced the business records from the Canadian importer, to the vendor, and often to the producer of the goods; occasionally we trace records to the producer’s suppliers as well.Verifications generally start by meeting with the companies’ chief financial officers, brokers, and lawyers. We review the importer's business records and contracts of an entire fiscal year; and carefully follow all of the events that could be associated with the sale for export to Canada.When we conduct Origin verifications, under the North American Free Trade Agreement (NAFTA) or Least Developed Countries (LDC), we audit the non-resident manufacturers. Our verifications review the manufacturers’ production processes and financial records to determine if the goods imported into Canada qualify for preferential tariff treatments. About half of our target clients are located in the US; the rest are located in the Southeast Asia. During a valuation verification, we reviewed importers’ internal reports, financial statements, income tax returns, and transfer price agreements for signs of payments made to foreign parties that might be related to the imported goods. About half of our target clients are located in British Columbia; the rest are located primarily in the US or Europe.

Managed Recourse Officers who adjudicated tariff classification, valuation, and origin disputes between the Minister of National Revenue or the President of the CBSA, and Canadian and international importers and exporters regarding decisions of non-compliance Word Trade Organization rules and Canadian laws related into international trade.

Managed diverse teams consisting of 23 employees responsible for regional ATIP, Procurement, Fleet, Disposals, Queens Bond, B3 Records Room, Mail, Courier, Information Management, and Library services. Provided leadership, vision, and specific direction to enable the programs to run efficiently during implementation. Managed a $1.3 million budget that included O&M, Salaries, Travel, and Training.

Conducted management framework audits of various operations within the former CCRA. These internal audits focused on adherence to agency objectives related to effective performance management, planning, employment equity, and comptrollership. Provided risk management training to middle and senior management.
