Our audits contributed to providing a level playing field for Canadian manufacturers and exporters in the global trade market by ensuring the accuracy of trade data; the proper assessment, collection, relief and deferral of duties and taxes; and the consistent interpretation and application of international agreements.The unit I managed -- the Origin and Valuation Team _ specializes in conducting audits on Canadian and Foreign Stakeholder’s premises to directly access their internal business records and accounting systems. We traced the business records from the Canadian importer, to the vendor, and often to the producer of the goods; occasionally we trace records to the producer’s suppliers as well.Verifications generally start by meeting with the companies’ chief financial officers, brokers, and lawyers. We review the importer's business records and contracts of an entire fiscal year; and carefully follow all of the events that could be associated with the sale for export to Canada.When we conduct Origin verifications, under the North American Free Trade Agreement (NAFTA) or Least Developed Countries (LDC), we audit the non-resident manufacturers. Our verifications review the manufacturers’ production processes and financial records to determine if the goods imported into Canada qualify for preferential tariff treatments. About half of our target clients are located in the US; the rest are located in the Southeast Asia. During a valuation verification, we reviewed importers’ internal reports, financial statements, income tax returns, and transfer price agreements for signs of payments made to foreign parties that might be related to the imported goods. About half of our target clients are located in British Columbia; the rest are located primarily in the US or Europe. -
