Project Leader of a 16 man team of engineers and PhDs in the military’s effort to defeat terrorist improvised explosive devices. Responsible for technical and tactical analysis of counter-IED proposals and potential enemy countermeasures. Coordinate the activities of MIT’s Lincoln Labs, Johns Hopkins Applied Physics Lab, and other research facilities as they relate to threat exploitation of the counter-IED effort. Manage an annual budget of $8 million.

Responsible for integrating technology solutions for urgent requests from units engaged in the War on Terror. Provide expert advice and assistance to the Army Staff on requirements generation, requirements sourcing, military operational concepts, and emerging military technologies. Located in Baghdad during the “surge.” Responsible for implementing new technology to military units engaged in Operation Iraqi Freedom. Conduct detailed operational analyses to determine best application of new technologies to the battlespace. Directly interfaced with numerous Army Program Managers, field commanders, Force Developers and the Army Rapid Equipping Force to synchronize modernization efforts during military operations. Simultaneously manage the fielding of the Mine Resistant Ambush Protected (MRAP) vehicle (a +$1 billion project), robots, communications systems, intelligence systems, force protection technologies and counter-sniper equipment. Routinely brief the most senior leaders, including the senior ground forces commander on force modernization efforts.

Owner/Director of the Annapolis franchise of WindPath Fractional Yachting. Provided charter sailboats and sail instruction with a fleet of three sailboats in Annapolis, Maryland. Realized profitability in the third year of the business.

Supervised a team of Army field-grade officer subject matter experts. Documented force protection requirements for the Army’s chief operations officer. Subject matter expert in the Joint Capabilities Integration System (JCIDS). Worked closely with Army major commands to produce JCIDS documents in developing the Army of the future. Examples include being part of the design team for Engineer Route Clearance Companies and serving as the co-chair of the modular brigade home station facilities design team. Responsible for completing and staffing the final requirements for many force protection materiel solutions including Counter Radio-Controlled IED Electronic Warfare (CREW) devices; predecessors of MRAP and JERV, Persistent Threat Detection System (PTDS); and many others. Collaborated with the Army’s Concepts Analysis Agency to frame requirements for detailed operational analyses of alternatives for emerging technologies and review the results of these studies with senior leaders. Briefed Army’s most senior leaders on capability gaps and recommend solutions for current operations and to shape the future Army.

Congressional liaison for the National Geospatial-Intelligence Agency. Directly engage Congress on extremely sensitive/classified activities and priorities of the agency. Facilitate meetings between elected officials and the most senior leadership of the agency. Track legislation and determine impacts on the agency.

Competed for and received a highly coveted Congressional Fellowship and served as Legislative Assistant to Congressman J. Randy Forbes. Responsible to the Congressman for implementing legislation in many areas including science, transportation, infrastructure, agriculture, housing, urban development, natural resources, energy, and the environment. Prepared vote recommendations, speeches, interfaced with key community leaders, and worked with congressional committees. Assigned special duty to arrange for and escort members of Congress visiting the Pentagon crash site after September 11th.

Managed world-wide operations of the 249th Engineer Battalion, a 300 man organization providing commercial-grade electricity and technical expertise. Managed the installation, repair, and modernization of electrical distribution/power generation systems and oversaw the Army’s emergency stand-by power generation capability. Specific projects include restoration of power to East Timor, modernizing back-up power for Walter Reed Hospital, and providing power in support of the Federal Emergency Management Agency (FEMA) during disaster relief operations (Houston flooding, Oklahoma ice-storm, Puerto Rico/Virgin Islands hurricane).

Primary Executive Officer to the Director, assisting him in meeting his responsibilities as the Project Engineer to the Nation, including management of the national water-borne transportation system, the Everglades environmental remediation effort, and other civil works projects totaling nearly five billion dollars annually. Directly interfaced with Congressional members, senior officials in the Departments of Transportation and the Interior and local stakeholders.

Instruct Canadian military engineers on basic and advanced military engineering and project management techniques. Assistant Brigade Engineer, 2d Infantry Division (Ft. Lewis, Washington). Primary staff engineer in a 5000 man combat organization. Also served as the environmental compliance officer for the brigade. Company Commander, 1st Armored Division (Germany). Commander of a 107 man combat engineer company comprised of sappers, tradesmen, heavy equipment operators and over $20 million dollars worth of heavy equipment.Deputy Operations Officer, 12th Engineer Battalion (Germany). Primary deputy to the chief operations officer of a 400 man combat engineer unit. Company Executive Officer, 20th Airborne Engineer Brigade (Ft. Bragg, North Carolina). Second in command of an elite 180 man airborne combat engineer company (paratroopers). Managed the lime-slaking component of a major airfield stabilization project in Honduras. Platoon Leader, 82d Airborne Division (Ft. Bragg, North Carolina). Leader of an elite 36 man unit comprised of airborne combat engineers (paratroopers).
