The President and Chief Executive Officer reports to and serves at the pleasure of the South Central Workforce Development Board. The Board is appointed by the Chief Local Elected Official (CLEO) of the ten-county workforce area under provisions established by an Inter-Local Agreement among the County Judge Executives of the ten counties. The local workforce area includes the Kentucky counties of Allen, Barren, Butler, Edmonson, Hart, Logan, Metcalfe, Monroe, Simpson, and Warren. The primary responsibility of the President is to provide professional leadership in the development and implementation of policies and procedures to address the board’s workforce priorities. The primary responsibility of the Board and its President is to ensure that the South Central Workforce Area has a comprehensive workforce system that effectively meets the needs of employers and job seekers and is aligned with regional and local economic development strategies in the workforce area.

• Supervised day-to-day operations; implemented operational planning meetings and data collection processes to track/improve performance• Assisted President / CEO with growing the organization from 2 to 10 full time employees; we doubled our operating budget by winning/securing four workforce grants• Drafted new Local Strategic Plan for Program Years 2019-20 from scratch. Ensured alignment with the Kentucky Workforce Investment Board’s Work Ready Plan.• Revamped bi-monthly Board Meeting framework to align and demonstrate progression towards our local Strategic Goals and Objectives; invited by the National Association of Workforce Boards to present “Building a Strategic Plan-based Board Meeting” at the 2020 Summit• In partnership with the Cumberlands Workforce Development Board, drafted a Regional Strategic Plan and co-wrote three statewide reserve grants that shared $250K in personnel and resources• Organized, recorded and published a monthly “Open Jobs Report: Analysis & Review” designed to provide current labor market information to employers, job seekers, educators and community organizations• Executed bi-weekly payroll, 401K program, health care benefits and all other benefits• Conducted annual internal audits to ensure Workforce Innovation and Opportunity Act (WIOA) programmatic and fiscal compliance, as well as prepare for external audits; received exceptional marks during external audits over a two-year period• Led 2020 pivot to virtual services. Integrated new technologies to streamline planning and sales. Pioneered the use of kiosks to reach transitioning service members at Fort Campbell and justice-related individuals. Installed digital billboard at Fort Campbell to showcase South Central Kentucky communities and employment opportunities• Led strategic and operational planning for My Workforce Future, a start-up non-profit focused on facilitating work-based learning solutions for employers

Served as a Regional Director for the US Army Soldier for Life Program Office. Engaged government, community, corporate, academic and non-profit organizations in order to better connect veterans, soldiers and families to thousands of education, employment and healthcare programs and resources.Accomplishments:• Led effort to modify an Army Human Resource policy that enables Soldier’s ability to earn an industry-recognized credential prior to their separation from service • Advised national and regional representatives from the Department of Labor, State Workforce Agencies and State Secretaries of Veterans Affairs on Soldier for Life initiatives• Fostered a network of national, regional, and local Veteran non-profit organizations, cross-pollinating best practices and connecting key leaders in the Veteran spaceSkills: Intergovernmental Experience; Strategic Policy implementation; Military Transition; Collective Impact; Public Speaking; Community Outreach; Veteran Advocacy
