I have recently retired after a 40 year career as both an active duty officer in the United States Navy and 10 years as a Senior Executive in the Government. Lead the effective execution of technology strategy for technology platforms, partnerships, and external relationships. Identify more productive methods to achieve top performance, eliminating waste and reducing expenses. Support organization-wide direction in areas of policy and planning for data processing and related functions. Cultivated relationships with key decision makers through in-depth needs analysis to support the global enterprise of over 100 operating nuclear reactors.

Directed re-organization of separate Prime Contractor IT support organization into a single shared IT service organization, resulting in savings of $5,000,000 annually in core IT support costs.Developed and implemented electronic distribution system for technical documents saving $1,000,000+ annually in duplicating and express shipment costs.Orchestrated cross-functional team to develop, deploy, and maintain IT infrastructure serving 30,000+ users globally, engaged in the manufacture and repair of Navy nuclear fleet assets and support activities.Developed multiple enterprise-wide applications to replace various site programs, increasing situational awareness and efficiency, better supporting an increasing mobile workforce across the global enterprise.Orchestrated the design, and procurement of supercomputing systems, high end engineering workstations, and personal computing platforms. Conducted studies with real usage data to prove increased capabilities of new systems at a significant cost savings allowing to reinvestment of savings into the core business areas.

Led the design, deployment, and daily operations and security of the NNPP Net, a 10,000-node network used to support parties responsible for the support of construction / maintenance of the Navy’s nuclear powered fleet. Analyzed business and technology challenges, assessed costs, and suggested and implemented solutions. Worked with technical leads and end users to understand business requirements and identify technical solutions. Conducted security reviews, approved remote site connections into the network, and developed policies and procedures for the control of Portable Electronic Devices across all sites. Conducted Certification and Accreditation actions for systems.Managed transition of networks from ATM based system to IP based system with different outsourced telecommunication national carriers, which increased bandwidth while decreasing annual costs.Developed plans for enterprise-wide monitoring and implemented controls for externally connected devices to ensure protection of key program information.Functioned as Designated Approving Authority (DAA) for the Navy Nuclear Power Program.

Developed and implemented asecurity policy and implamantation plan to connect various affliated Local Area Networks into a collaborative Waide Areea Network in a risk based approach to protect sensitive information

Provided oversight and management of complex technical problems, ensuring the solutions were cost effective and meet required technical specifications to support operation of the nuclear propulsion plants
