Over three decades experience in antitrust, environmental, maritime, transportation, constitutional and international trade legal and policy issues. Represents all sectors of the maritime industry (cruise, container, liquid and dry bulk, ports, intermediaries, insurers) in matters relating to federal and international safety and environmental regulation, competition policy, international trade and embargo restrictions, and joint venture formation. Represents major ports in the United States on regulatory and environmental concerns with particular emphasis on competition issues and infrastructure development and expansion. Ten years as a trial and appellate attorney for the US Government, in the last three years of which he served as General Counsel of the Federal Maritime Commission. Provides counsel and litigation representation at all levels of the U.S. federal court system on matters affecting state/federal conflicts and constitutional implications of jurisdictional disputes between various levels of government, with emphasis on environmental and funding issues affecting port operations and maritime transportation. Direct and continuing experience before Executive Branch departments and agencies of the United States, including State, Treasury (OFAC) Homeland Security (including Customs and United States Coast Guard), Justice, Transportation, Environmental Protection Agency, Federal Maritime Commission.
