Directed and managed all aspects of human resources and government compliance for medical staffing company with more than 5000 employees. Drafted and implemented comprehensive human resources policies and procedures including reimbursements, leave, incident reporting, employee travel, employee conduct, terminations, and hiring. Advised executives and local managers on employee separations, employee incidents, enforcement of non-compete agreements, payroll disputes, compensation, and violations of policies and procedures. Identified, implemented, and administered benefits packages including health benefits under the Affordable Care Act, supplemental insurance, retirement, and vacation benefits. Applied for and secured trademarks on corporate marks, and instituted government compliance efforts including alternative workweek elections, wage overpayment recovery, and health privacy compliance. Appeared at telephonic unemployment hearings on behalf of the company, and resolved employee disputes with supervisors and co-workers.

Drafted contracts and memos, and provided legal assistance regarding compliance with election laws and regulations. Conducted opposition research and assisted with daily campaign precinct activities such as a local "get out the vote" efforts.

Served as interim General Counsel to a California fire district and Deputy City Attorney to multiple California municipalities. Drafted legislation such as ordinances and resolutions, and other public documents including staff reports and notices. Drafted analytical memoranda, letters, contracts, and litigation pleadings regarding California and federal legal issues. Researched federal and California issues relating to constitutional law, land use, local contracting, transportation funding, aviation law, ethics, public safety, federal/state preemption issues, open meeting laws, and conflicts of interest for municipal clients. Negotiated and reviewed contract language for legal sufficiency, and recommended additional language to achieve client goals. Staffed public meetings of local government agencies as primary legal counsel, and presented at open meetings.

Wrote briefs to Assistant United States Attorneys and Unit Chiefs recommending final decisions for employment grievances. Served as agency point of contact for multiple civil actions nationwide. Attended depositions, mediations, status conferences, and briefings.

Project Manager for comprehensive fifty-two county budget survey of state and county shared service systems in Oregon. Served as principal coordinator, including primary survey development, monitoring progress, and fielding all survey inquiries. Assisted County Commissioners, Administrators, and budget/finance officers with survey completion.

Provided legislative staff with research regarding foreign policy and authored policy paper regarding political and social implications of the proposed Iraq war. Drafted declarations for inclusion in Congressional Record and assisted with constituent requests.
