Developed successful concept note for Libya-based public financial management program, oversaw program start-up, strategic workplanning, and forged partnerships with implementing partners. Currently oversee this program with a $9M budget, 6 long-term, and approximately 10 short-term international staff members, as well as a 3-person administrative team in Washington, DC. Play key role in regional business development efforts, including proposal writing for Lebanon Microfinance program, and initial scoping trips for upcoming USAID activities in the West Bank.

Design and implement economic growth focused pilot programs and assessments funded by USAID, the State Department, and by the US Trade Representative Office across the Middle East and Asia. Design project scopes of work, and liaise with donors on topics such as: public financial management, workforce development, SME competitiveness, mobile money, intellectual property, trade and customs, and public administration. Oversee project activities, development of project deliverables, and responsible for project communications and monitoring and evaluation. Liaise with US government, local government stakeholders, and local organizations, and monitor project consultants and subcontractors.

Managed budgets, personnel, compliance, and overall implementation of three economic growth focused USAID-funded programs in the Middle East. Provided leadership through mentoring and training new program managers, and supervising direct reports. Successfully completed multiple short-term assignments in Lebanon as acting operations director, in Jordan to close out and start-up projects, and in the West Bank as Deputy Chief of Party. Coordinated a company-wide audit response on a $111M Project, and participated in business development efforts.

Oversight of all planning and implementation of technical activities of the Investment Climate Improvement Project in the West Bank. Developed project workplans spanning policy reform, fiscal reform, communications, and grants components, prepared implementation plans, and oversaw the implementation of activities from project conception to completion. Prepared contract deliverables, including quarterly and annual reports, workplans, success stories, and other communications upon request. Supervised, coordinated, and provided overall leadership to a 15-person core team, shared between two USAID programs in Ramallah, West Bank. Oversaw large and small scale procurement, contracting, compliance, operations, finance, multimedia development, and the monitoring and evaluation of the PACE and ICI programs. Developed creative solutions and strategies with team members to achieve program objectives, coordinated to make best use of program funds, and the allocation of program resources. Worked with chiefs of party and other team leaders to support stakeholder needs, build relationships, and develop timely and strategic program interventions. Liaised with USAID on achievement of program goals, provided budget management, facilitated the professional growth of team members and supervisees.

Managed subcontracts, finances, staff, and activities of 3 international development projects in the Middle East Region. Provided leadership through mentoring and training new program managers, and supervising 4 direct reports. Successfully filled in for chief of party; trained and built capacity of field office staff in matters of financial and budget management through multiple trips to the Egypt Combating Violence Against Women and Children Project field office in Cairo, and prepared an ultimately successful $3.5M cost extension proposal to USAID for the Jordan Tourism Development Project. Coordinated Chemonics’ proposal for the USAID Jordan Learning Environment Technical Support Program, negotiated agreements with local subcontractors and staff on Chemonics’ USAID Jordan Community Proposperity Opportunities proposal, and prepared strategic approach for Chemonics’ Jordan Sustainable Energy proposal to USAID.

Managed subcontracts, finances, staff, and activities on the Accelerating Sustainable Agriculture Program in Afghanistan. Oversaw multiple multi-million dollar subcontracts, trained entire home office team of 6 project managers and associates. Contributed to Chemonics’ successful business development efforts, including: conducting on the ground research, recruiting, and negotiations with subcontractors for the Indonesia Marine and Climate Support Program.

Provided program support in the areas of finance, personnel, and subcontracts on Chemonics USAID programs in Afghanistan. Contributed to successful business development efforts through writing portions of Chemonics’ proposals for the USAID Pakistan: FIRMS and Afghanistan Stability Initiative programs.
