Property Valutaion Specialist
Current•Interpret laws enacted or amended by the General Assembly as set out in the statutes known as the "Machinery Act of North Carolina" •Apply tax laws and regulations and resolve controversial issues that relate to the taxation of property in North Carolina which includes, but is not limited to property tax assessment and collections issues •Provide assistance and direction of a technical nature to taxpayers, attorneys, accountants, county tax personnel, and other staff of the Department of Revenue. •Review taxpayer protests filed with the Property Tax Commission of appraised values or exemption status that was determined by the local county tax office •Represent the Department of Revenue in tax meetings, training sessions; workshops and conferences conducted by private industry and governmental agencies •Assist in developing and teaching property tax assessment courses, seminars, and workshops designed for continuing education and certification of county assessors, appraisers, and other local county officials who require certification •Assist in developing and disseminating manuals, bulletins, appraisal guides, etc. to the local tax offices across the state. These manuals and guides are essential in the local administration of the Property Tax in North Carolina. These manuals address statutory requirements, case law, and recommended procedures and serve as assistance to the local government officials in their administration of very complex and often contentious areas of property taxation •Meet with taxpayers ranging from individuals and small businesses to more complex corporate citizens to address questions and concerns that range from simple to more technical in nature and requires extensive knowledge about real and personal property, as well as, highly complex issues relating to the Property Tax Commission •Responsible for not only property tax assessment questions but also legal questions that relate to the assessing of property
