As part of the Senior Leadership Team and reporting to the Deputy Chief Executive, I led the strategic direction for OHS, Rail Safety, Environment, Risk, Systems Engineering Assurance within VicTrack. As the custodian of the organisations rail safety management system, I was charged with imbedding safety into the core of VicTrack’s operations. I stewarded VicTrack through a lengthy Rail Safety Accreditation rebuild, ultimately leading VicTrack to be the first Telecommunications Carrier to be accredited under the Rail Safety National Law. VicTrack is a multi-disciplined organisation which operates and maintains the second largest optic fibre network in Victoria, delivers a portfolio of rail infrastructure construction projects, and is the Rail Transport Operator for multiple rail sites. In addition, being the largest land holder in Victoria, VicTrack partners with industry to deliver significant property development in and around rail precincts.

The purpose of the Victorian Rail Construction Safety Forum (VRCSF) is to share collective rail construction industry health & safety knowledge, to disseminate Best Practice and to promote improvement in the Rail Construction Industry. As inaugural Chair of the VRCSF my role was to plan, coordinate and conduct effective meetings, and find appropriate meeting content from the wider rail and construction industries. To ensure innovation was ‘front of mind’ in managing the risks associated with the rail industry I challenged members thinking, whilst keeping to the forum’s charter.Though my chairmanship of the VRCSF I stewarded senior executives across the transport portfolio towards collectively beneficial outcomes for the betterment of the rail transport industry.

Public Transport Victoria (PTV) is dedicated to improving Victoria’s public transport network. PTV oversees public transport projects in planning and delivery.Reporting directly to the Director of Projects and Technical Services, this role is responsible for the safe operations of the transport network and safe delivery of infrastructure projects and programs. This includes the establishment and management of effective and efficient safety management and assurance functions. I provided advice to PTV executives on network safety, environment and sustainability initiatives, infrastructure projects, asset maintenance and renewal projects across train, tram, and bus modes.

As the Safety Director for the Department of Transport, I was responsible for the strategic safety oversight of the Department and ensuring that its operations comply with all relevant legislative safety requirements. The Department’s operations include; the Victorian Taxi Directorate, Regional Rail Link Authority, Transport Projects Division, and the Construction Supply Register, amongst others. I was also charged with the custodianship and continual improvement of the Department’s corporate safety management system.With a risk management approach to safety operations and rail safety, I provided the Department’s executives with strategic safety support and advice to carry out the key operational deliverables and functions on behalf of the State.A key function of the Safety Director is to influence and interact with the whole Victorian transport portfolio, broader government agencies, Accredited Rail Operators, safety regulators (WorkSafe, Transport Safety Victoria), and the construction industry as a whole. As part of this function one of my key deliverables was to develop communities of practice.

As Safety Manager for the Transport Projects Division (TPD) of the Department of Transport, I managed the Safety Systems Group, with responsibility for leading and promoting a safe work culture and overseeing the coordination of all OHS and rail safety activities undertaken by TPD project staff and contractors during all phases of project lifecycle. In addition, I provided functional support and advice to all rail infrastructure projects managed by the Division relating to OHS and Rail Safety. Rail infrastructure projects typically include station construction, civil works, bridge and rail line construction.
