Provided leadership to the National Security Council in developing the Federal Mission Resilience Plan Implementation Strategy to help move the federal government continuity operationsDeveloped and led CDC’s Casualty Assistance Team to respond to events that resulted in the death or severe injury of staff. This includes providing death notifications, grief counseling, family support, benefits counseling, repatriation of remains, coordination with Department of StateDeveloped Spiritual Health Program Developed and delivered trainings for staff, provided counseling for staff, developed and implemented Code Lavender to support staff experiencing instances of acute stress during response activities. Developed and implemented CDC’s Occupant Emergency Program to ensure the safety and security of all CDC staff and facilities across the world. Developed and led all planning, training, and exercising, for all CDC facilities. Led all emergency response activities impacting CDC staff or facilities. Developed CDC’s OEP Base Plan and supporting site-specific plans to ensure consistent and effective response across the agency. Implemented existing guidance around OEP planning to ensure CDC consistency with Federal expectations. This activity constituted a significant reorganization from the previous structure for response and required gaining the support of multiple partners across the agency to be successful. Led the Occupant Emergency Organization during emergency response activities to ensure proper coordination, communication, and to provide leadership to multi-functional, multi-organizational groups during high stress emergency response activities. Ensured the successful response to hundreds of emergency activities on CDC facilities and coordinated response actions between state, local, and federal officials. Developed CDC’s Continuity of Operations Plan (COOP). Led multi-disciplinary team from across the agency to identify CDC’s Mission Essential Functions, the supporting programs and activities, and to identify alternate facilities to support the continuation of those MEFs within 12 hours of an event that caused the disruption of their normal performance. CDC’s plan was recognized as a best practice plan for the Federal government by GAO. Redeveloped and implemented CDC’s Building Evacuation Teams. This marked the first time that CDC was able to not only evacuate staff during an emergency, but to also account for all staff who are evacuating. This framework still forms the basis for CDC’s evacuation procedures today.Supported the development of CDC’s Integrated Emergency Management Plan (IEMP) to ensure the safety and security of all CDC staff and facilities. Developed and led training and exercising at CDC facilities throughout the United States to ensure staff were prepared to respond to any event that threatened CDC staff or facilities.

Developed Congressional budget requests for NIOSH which led to increased funding for the center. Ensured budget obligations were correct and was responsible for obligating over $100 million dollars of grants and inter-agency agreements
