- Overseeing legal functions, budget and fiscal functions, human resource compliance, information technology (IT) systems, administration, and product/services procurement.- Establish and oversee the strategies and tactics for the department as part of the annual business plan, as well as contribute to the development of PROMTUR’s long-term strategic plan.- Guide the members of the team in the planning, delivery, and evaluation of the department’s responsibilities (legal, finance, IT, administration).- Lead strategic negotiations regarding commercial alliances, international suppliers and other high-value stakeholders.- Advise on administrative and legal issues to the General Management and Board of Directors for strategic decision making.- Follow-up of the international suppliers payments.- Managing the relationship with external law firms.- Provide advice to staff in all departments on legal issues that affect the organization by reviewing contracts and other legal documents. - Liaise with insurance companies on liability, cyber security, property and other insurance matters.- Ensure compliance with financial and accounting procedures, audit recommendations, internal controls, and government and funding requirements.- Ensure compliance with applicable HR, employment and personnel laws and regulations.- Devise and establish IT policies and systems to support the implementation of strategies set by the organization.

- Perform, analyze and evaluate contracts and agreements with international suppliers.- Lead strategic negotiations regarding commercial alliances, international suppliers and other high-value stakeholders.- Annual budget review in accordance with projections.- Advise on administrative and legal issues to the General Management and Board of Directors for strategic decision making.- Implement administrative acts in accordance with Panamanian laws.- Ensure that the organization complies with local legal regulations.- Follow-up of the international suppliers payments.- Managing the relationship with external law firms.- Guiding the good management of relationships among collaborators so that they are in compliance with the legal framework.- Solve legal and administrative consultations.

- Analyze contracts and agreements of all Public Entities.- Give legal advice on political, administrative and legal matters.- Represent the Entity in two Boards of Directors: Autoridad de Tránsito y Transporte Terrestre and Lotería Nacional de Beneficiencia.- Implement according to Panamanian laws administrative acts related with Government procurement.- Prepare speeches for public presentations. - Analysis and implementation of National Legislation.

- Implement according to Panamanian laws administrative acts related to the registration of vessels in the Panama Merchant Marine.- Ensure compliance of national and international legal standards and conventions related to the registration of vessels in Panama.- Analyze contracts between the General Directorate of Merchant Marine and private companies that provide services to the Panama Maritime Authority.- Develop bilateral and multilateral agreements between Panama Maritime Authority and other States for maritime regulations benefits.- Management of international maritime conventions.- Representation of the Panama Maritime Authority at the annual meetings of the United Nations Convention on the Law of the Sea, United Nations, New York, United States; and in the International Maritime Organization in London, UK.- Representation of the Panama Maritime Authority at the annual legal committee at the International Maritime Organization.
