I am an independent consultant economist, drawing on my 40 years of experience in developing and transition countries and in the World Bank, focusing on development aid strategies, development bank reform, infrastructure and energy, policy and regulatory frameworks, donor climate finance, and regional integration. The focus of my work has always been to understand how different parts of governments interact to formulate economic policy, and how that policy formulation could be enhanced. I have worked at senior levels with 60+ governments, advising on strategies and policies. My regional experience is in the Middle East, Africa (North and sub-Saharan), Eastern Europe and the former Soviet Union, South Asia, and East Asia. I am Senior Advisor to Castalia Strategy an infrastructure economics consultancy (www.castalia-advisors.com), and a consultant to the African Development Bank, the Islamic Development Bank, the World Bank, MIGA, the European Commission, the Climate Investment Funds, and the European Bank for Reconstruction and Development.I have a strong interest in the energy transitions of countries to a more sustainable future, and have published on that topic in the Middle East and North Africa, and in Central Asia. I am a keen advocate for the greater use of the world's deserts as a source of clean energy.

My responsibilities included working on regional integration and cooperation, energy policy and investments, climate financing, infrastructure economics and financing, macroeconomics, policy and regulatory reform, donor mobilization and development aid strategies, and external partnerships. I worked in the Middle East, North Africa, Sub-Saharan Africa, the former Soviet Union, and Asia. I held various positions including MENA Director of Regional Programs and Partnerships (in which position I led the World Bank’s partnerships in support of the “Arab Spring” countries), and Sector Manager of Energy, Water, Transport, and Infrastructure Economics (in which position I built a billion-dollar-a-year lending business in the energy sector). I was responsible for managing senior level relationships with major donors and development banks. In MENA, I led the US$6 billion solar energy program, other investment lending, and programs on energy pricing reforms and energy efficiency. In the former Soviet Union, I led large programs on energy sector reform, technical assistance, and investments in Armenia, Azerbaijan, Georgia, Moldova, Ukraine, and oil and gas in Caspian countries. In East Asia and the Pacific, I led a flagship study of sustainable infrastructure service provision across the region (from China to Palau) in collaboration with JICA and the Asian Development Bank ("Connecting East Asia"). In Sub Saharan Africa I worked on economic reform and capacity-building for economic management.
