CurrentI am an independent consultant economist, drawing on my 40 years of experience in developing and transition countries and in the World Bank, focusing on development aid strategies, development bank reform, infrastructure and energy, policy and regulatory frameworks, donor climate finance, and regional integration. The focus of my work has always been to understand how different parts of governments interact to formulate economic policy, and how that policy formulation could be enhanced. I have worked at senior levels with 60+ governments, advising on strategies and policies. My regional experience is in the Middle East, Africa (North and sub-Saharan), Eastern Europe and the former Soviet Union, South Asia, and East Asia. I am Senior Advisor to Castalia Strategy an infrastructure economics consultancy (www.castalia-advisors.com), and a consultant to the African Development Bank, the Islamic Development Bank, the World Bank, MIGA, the European Commission, the Climate Investment Funds, and the European Bank for Reconstruction and Development.I have a strong interest in the energy transitions of countries to a more sustainable future, and have published on that topic in the Middle East and North Africa, and in Central Asia. I am a keen advocate for the greater use of the world's deserts as a source of clean energy.
