Compass Greenfield Development develops, invests and manages solar and battery energy storage projects across Canada.

As a member of the Board of Directors, I provide guidance and support to the Compass Energy Consulting management team with strategic and operational decisions.

I have lead the development of our solar and battery storage origination services, building on our foundation of regulatory, technical and economic support provided to the renewable energy sector across Canada. We continue to support both developers and electricity users to understand the economics of behind the meter solutions including generation and storage opportunities.

Solar Net Metering Analysis and DevelopmentCompass is working with real-estate owners to assess the value in installing solar net metering systems across their Canadian operations to reduce their exposure to increasing electricity costs. The levelized cost of solar is now lower then grid power in several Canadian provinces and can improve the value and return on real-estate investments.FIT 5 Development SupportCompass provided turnkey FIT 5 Development Support Services to over 120 x 500 kWac projects that received contract offers in September 2017. Our role included property eligibility and feasibility assessment, landlord engagement, site acquisition as well as managing and completing all FIT 5 application pre-requisites. Domestic Content Compliance Monitoring and Audit SupportMr. Cheszes was the Project Manager and lead consultant providing Domestic Content Monitoring and Audit support to a portfolio of over 100 MW of solar ground mount projects in Ontario. The engagements included both a pre-assessment of DC compliance capability, managing upfront declarations and prescribed forms from the supply chain, on-going monitoring and auditing of DC progress and the provision of the DC reports to the Independent Electricity System Operator.Ontario Solar and Wind Market Assessment For the largest independent power producer in Ontario, Mr. Cheszes completed an in-depth analysis of the Ontario solar and wind market, including the development of contracted and committed contracts, the key players, the manufacturing capability and the current cost environment for utility scale solar in Ontario. The analysis also looked at pricing differences between Domestic Content and foreign component based systems as well as the future of large scale procurement in Ontario and recommended a market entry strategy.

FIT 2.1 Procurement Evaluation Monitor.For the Ontario Power Authority, Mr. Cheszes served as an evaluation monitor for the FIT 2.1 procurement. Mr. Cheszes and team observed the OPA’s evaluation process as well as designed and participated in the quality control review of each of the evaluation stages including completeness, eligibility and priority point award. Through this project, he became intimately familiar with the various failure reasons at each evaluation stage and the types of inconsistencies that were a priority for the OPA.Domestic Content Compliance Process and Audit Plan. For a major utility scale solar developer, Mr. Cheszes was the Project Manager and lead consultant that helped them create a domestic content compliance process and audit plan. This process and audit plan provided the framework that the developer is following to ensure its equipment suppliers were in compliance with its contract obligations to the Ontario Power Authority and assisted in the financing of their portfolio of over 100 MW of projects.

Canadian Renewable Energy Market Assessment. For a major Canadian pension fund, Mr. Cheszes was part of a team that provided an overview of the renewable energy procurement programs and contracts in Saskatchewan, British Columbia, Ontario and Quebec. Mr. Cheszes led a segment of the project team that developed a data base of contracted projects which was used to forecast annual capacity additions by technology and province. Through this analysis, our team was able to compare the type of renewable energy procurement programs employed and identify key markets and technologies for our client.Solar PV Project Due Diligence- Advised clients on acquisitions and procurement decisionsCanadian and Ontario Market IntelligenceDomestic Content Compliance:- Advised several large IPPs on implementing a Domestic Content Compliance Plan to meet OPA requirementsEnergy Efficiency Program Design and Evaluation:- Have developed program and pilot design as well as determined cost effectiveness of Demand Side Management Programs across multiple jurisidictions throughout Canada and the US.

•Managed the FIT pricing model and updated the FIT prices for hydro, biomass and biogas projects based on primary research and industry feedback.•Chaired the domestic content working group between the MEI and the OPA and provided clarifications to industry.•Contributed to the development of the FIT rules and contract including provisions for program launch, RESOP transition, Community and Aboriginal projects, contract related products and domestic content.•Supported the REFO by meeting with several developers facing challenges related to the FIT. •Developed methodology for applying Aboriginal and Community Adder in collaboration with the MEI and the OPA Legal and Aboriginal Affairs.

•Identified barriers to energy conservation and efficiency in Ontario, including barriers to distributed generation, and made policy recommendations to the provincial government.•Drafted recommendations to the provincial government in the annual and semi-annual report of the Chief Energy Conservation Officer.•Actively participated in a climate change adaptation strategy session for the council of energy ministers.•Liased with high level staff at the Ministry of Energy and Ministry of Municipal Affairs and Housing on removing barriers to efficiency and conservation.•Supervised external consulting projects for the Conservation Bureau including an impact analysis of Federal and Provincial Government energy efficiency programs.•Successfully advocated for an extension of the retail sales tax exemption on Energy Star® appliances in the 2008 provincial budget.

•Reviewed recommendations to the Minister of Energy on the CESOP for errors and inconsistencies.•Coordinated and chaired a working group on generator related issues to the CESOP rules.•Developed a spreadsheet for forecasting total payments to RESOP generators using Microsoft Excel.•Composed introductory CESOP web content including background information, Q&A’s and a detailed derivation of the spark spread hedge calculation.•Participated in program rule development with an interdisciplinary team from the OPA and Conservation Bureau.•Created PowerPoint presentations on the CESOP for industry stakeholders and monthly web-casts.

•Analyzed emission reports to CSA, CDP4 and internal sustainability report to identify any inconsistencies.•Performed a feasibility analysis for large scale Photo Voltaic installations based on the Renewable Energy Standard Offer Program.•Coordinated a Sustainable Community Forum with the Town of East Gwillimbury focusing on district energy and sustainable water policies.•Presented Enbridge’s Green House Gas management strategy to employees.•Developed a business case to partner with OSEA’s membership on community wind initiatives. •Participated in outlining Enbridge’s response to climate change by shifting from a gas distribution to an energy distribution company.
