Drawing on the lessons they learned in the Civil War - lessons about broad principles like democracy, freedom, and loyalty - GAR members in their local posts turned to grassroots activism to address the rampant social ills and challenging foreign policy issues associated with U.S. modernization. My work counters past interpretations that the GAR was merely a pension advocacy group, a reliable voting bloc for the Republican Party, or an insular bastion of nostalgia. It reveals instead that the fraternity reached a turning point in 1890, after which it became an active and decentralized civic association whose members worked locally to instill a commitment to public life, participation in politics, engagement with community issues, and a pride in the democracy they had defended as young men. Utilizing local post minute books, correspondence, veterans' speeches, and newspaper accounts culled from several dozen repositories across eighteen states and Washington, D.C., I argue that aging GAR members stood prominently among the diverse constellation of turn-of-the-century social reformers, using their memory of the Civil War to promote robust, veteran-led civic engagement. By situating Union veterans in this context, we see a more accurate portrait of the GAR post in American culture - as a local center of progressive activism.
