RAYTHEON COMPANY, U.S. Army Nation Training Center (NTC), Fort Irwin, CADEPUTY SITE MANAGER, Business Operations 2007 to 2018• Performed site management of business operations for the National Training Center portion of a 10-year, Firm Fixed Price (FFP) contract (initially valued at $11B), with an average annual value of ~$45M.• Performed local management of cross-business team finance, subcontracts, material, logistics, and project management functions in coordination with distant (off-site) program management leadership.• Developed and managed an average annual value of ~$20M in Time and Material (T&M) projects through close coordination with the customer to articulate improved training requirements. Maintained a near 0% variance for all Time and Material (T&M) projects.• Established the detailed products of subcontractor statement(s) of work (SSOW), material pricing acquisition, and proposal evaluation products in compliance with Department of Defense (DoD) Federal Acquisition Regulations (DFAR) contracting requirements while leading collaborative requirements analysis teams.• Improved and/or established tools to perform weekly customer reporting of all contract efforts.• Developed various tracking tools to facilitate quick-response decisions and provide the objective rationale for budget adjustments to meet or improve revenue potential in support of senior local and off-site leadership.

HUGHES TECHNICAL SERVICES COMPANY, Raytheon Company, U.S. Army Nation Training Center (NTC), Fort Irwin, CACONFIGURATION AND DATA MANAGER 1996 to 2007• Managed change control, requirements analysis, and projects contract compliance for a large-plant training simulation broadcast and network system through over a total of 190 improvement projects with an annual value of ~$20M through the contract life. • Established technical drawing and publication standards and processes to establish efficiencies supporting multi-discipline engineering, maintenance, and operations efforts documenting baseline changes.• Developed, implemented, and integrated an automated document control application (AutoEDMS [see ‘Publications’]) improving projects documentation configuration control efforts.• Integral support in developing the NTC content for the follow-on contract proposal.
