Perform functional tests, analyzes performance and troubleshoots the electronic, hydraulic, pneumatic and mechanical functions of avionics systems and subsystems; such as weapons control/inertial navigation, head-up and down display, electromechanical and electro-optical sighting, airborne video tape recording and camera, global position navigation, Digital computer system, instrument systems, central air data computer, automatic flight controls to include flight control computer and accelerometers, UHF/VHF and secure voice communications, electronic countermeasures, and electronic multiplex data communications bus. Provide hands-on training instruction to lower-graded personnel concerned with the repair of integrated avionics systems. Provide on-the-job training to newly assigned personnel regardless of grade level. Prepare for and participate in various types of readiness evaluations such as Operational Readiness Inspection (ORI), Inspector General (IG) inspections, Unit Effectiveness Inspections (UEI), and combat support exercises. Act as the Aircraft Generation Squadron's (AGS), Group Administrator (GPA) for the 132d Local Area Network. Oversee and participate in the debrief of aircrew for avionics and related systems and subsystems. Participate in the development of new tools and ideas to enhance the performance of the work center; such as, Integrate Maintenance Information System (IMIS)/Core Automated Maintenance System (CAMS) interface, and tools for the pitot static probe. Prepare and execute deployment plans by organizing all required equipment and materials needed to support operational strategy.

Responsible for management and supervision of all functional activities related to healthcare engineering for VA Central Iowa Health Care System. The incumbent advises the Chief, Engineering Service, on all matters relating to the infrastructure and physical plant of the facility. Identifies needs, conducts evaluations, and develops recommendations for the effective utilization of the existing facility. Provides recommendations concerning maintenance and operations; also recommends improvements to buildings, grounds, utilities, equipment, and systems. Ensures that appropriate safety, security, and infection control measures are implemented in accordance with policies and procedures. Provides written and oral reports on project administration. Keeps the Chief of Engineering appraised daily of any issues which may impact the operation of the facilities. Serves as Acting Chief in absence of Chief, Engineering Service. Schedules and coordinates construction activities that affect patients, staff, or visitors. Prepares project submissions for delegated construction projects. Prepares scopes and specifications for Architect and Engineering design contracts and participates in the selection process. Prepares detailed written correspondence for customers, including Engineering Service, other services, Architect and Engineer firms, contractors, regulatory bodies, and others as required. Responsible for the Environment of Care management plans for critical utilities medical equipment. Supervises and manages Biomedical department staff which consists of six Equipment Support Specialists and two Electronics Technicians. Participates in the facility planning process including both long-range strategic and short-term tactical planning. Provides leadership in developing, implementing, evaluating, and improving work processes and procedures to monitor the effectiveness, efficiency, and productivity in the service.

Identify each activity involved in a project from the beginning of the design, to the labor needed in the project and during the closing. Develop short and long term strategies managing available logistical resources and processes. Integrate each subcontractor’s tasks and responsibilities with the overall schedule of the job. Ensure each task is completed in the time allotted. Responsible for design and project management in the pre-construction phase of the project to include estimating, bidding process, and labor and material procurement. Management of the project during the construction phase to include owner management, contract management, scheduling, change management and overall construction and cost management. Direct post-construction phase of a project to include project closeout, owner follow-up, 10 month warranty walk-thrus, and warranty issues. Collect and analyze post-project data to evaluate effectiveness of project and utilize to plan and prepare for future projects. Interact with individuals of different backgrounds and responsibilities to include owners, city officials, laborers, project managers and superintendents to ensure everyone is complying with OSHA, city regulations and standard practices to include safety. Ability to communicate effectively with diverse personalities. Prepare and evaluate financials for profit projections at month end and provide direction to company owners. Analyze detailed invoices to ensure project costs remain within project budget plans.
