To ensure the good and timely execution of tendering procedures, payments and commitments for the programmes funded by the EU in Bangladesh, providing technical assistance, within the rules and procedures in force. In charge of the whole cycle of expenditure, from the conception until de launch of calls/tenders, negotiation of contracts awarded, follow up and assistance to beneficiaries.

Pre-litigation advise in the negotiation of disputes arising from the implementation of Works,Supplies, Services and Grants' contracts. Provide legal advice and draft EU Commission's reply tocomplaints raised before the Ombudsman. Support DEVCO's Directorates at Headquarters and theSub-Saharan African EU Delegations on contractual and financial matters, providing legal advice onthe interpretation and application of the Cotonou Agreement, European Development Fund,European Budget and applicable case law. Analysis and advice duties on concrete cases, draftproposed replies to be submitted to DEVCO's hierarchy, concerning questions and/or disputesarising from the implementation of EU development aid; participation on the elaboration and updateof procedural guides and manuals, in coordination with the relevant DEVCO services in order tostrength coherence. Elaboration of instructions and guidelines to be issued to the EU Delegations.

Management of the complete project funding cycle regarding 4 programmes: Fundamental Rights and Citizenship; Drug Prevention and Information Program; Criminal and Civil Justice and DAPHNE. Participation in conceptual analysis of calls for proposals and assistance in the elaboration of work programmes, strategic documents and new approaches. Collaboration in the reception, evaluation and selection process; negociation and conclusion of the grant agreements. Involvement in the follow up of proposals, provision of assistance to seminars, conferences and training sessions. Collaboration in the management, evaluation and selection process of projects.

Follow up of External Affairs Committee and Human Rights Subcommittee in the European Parliament. Policy research on relevant issues, regulations, reports and other acts. Also regarding Development, Good Governance, Democracy and the Rule of Law. Assistance with conferences, hearings, parliamentary questions and other meetings with MEPs and assistants, NGOs, experts and exponents of civil society.

Consulting services in different EU policy areas. Follow up of the EU relevant dossiers and DG/committees: Agriculture and Rural Development, Environment, Consumer Protection, Public Health and Food Safety, Energy and Enlargement (Lobbyist accredited to the European Parliament).Coordinate studies and draft reports/papers: political and legislative analysis of the EU/international policies and legislation in relevant fields.

Supporting the Unit’s officials in their daily work. Attend them in order to identify and evaluate eligible projects and programmes for the promotion of Human Rights, Peace and Democracy. Participation in the inter-services meetings on: Human Rights, Child Protection and Civil Society development. Meetings with internal and external consultants.
