Senior Principal Hydrogeologist
CurrentSr. Principal Hydrogeologist in the Geosyntec Tallahassee office. Formerly with Florida Department of Environmental Protection (FDEP) CERCLA and State hazardous waste clean-up project manager and has been working in the environmental industry for over 30 years’ and has significant experience managing large federal, state, private and local programs and projects. Joe also works extensively with attorneys and developers in property transactions and litigation support projects. Excellent track record of both technical and regulatory performance in the industry, such as applying and developing rapid assessment methodologies for the first eight dry-cleaning sites in FDEP Drycleaning Solvent Cleanup Program, which were then used as a model for the Program. Also works with project teams and engineers to apply new and innovative clean-up technologies to chlorinated solvent site including oxidation, co-solvent flushing, co-oxidation, and other conventional and innovative technologies. Works extensively with attorneys and developers in property transactions and litigation support projects. Has worked extensively with chlorinated solvent and MGP sites including assisting the City of Tallahassee with their former MGP site. Applying innovative assessment tools and clean-up approaches, he was able to navigate the project through multiple USEPA administrative orders and help the City transform Cascades Park from a CERCLA site into a world class park.
