J. Cullen previously served as a policy and budget director at the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy in the Clinton administration. He also served as the Governor’s Policy Director in Pennsylvania under Governor Robert P. Casey. His state consulting engagements have included serving as a senior advisor on energy, economic development and environmental policy to the Offices of Governor Bill Richardson of New Mexico, Governor Chet Culver of Iowa, Governor Bill Ritter of Colorado, Governor Joe Manchin of West Virginia and Governor Steve Beshear of Kentucky. In between his positions in public service, Cullen practiced energy and environmental law in the private sector for more than 10 years. He is a Yale University (Cum Laude 1980) and Georgetown University Law Center (1986) graduate and served in the Jesuit Volunteer Corp. in Piura, Peru. On October 8, 2023, Cullen completed his 5th marathon - the Scranton/Steamtown Marathon. The U.S. Department of Energy and several independent studies have concluded that energy efficiency is the fastest growing segment of the national energy economy (with almost 2.4 million jobs nationwide).
