Cullen previously served as a policy and budget director at the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy in the Clinton administration. He also served as the Governor’s Policy Director in Pennsylvania under Governor Robert P. Casey. His state consulting engagements have included serving as a senior advisor on energy, economic development and environmental policy to the Offices of Governor Bill Richardson of New Mexico, Governor Chet Culver of Iowa, Governor Bill Ritter of Colorado, Governor Joe Manchin of West Virginia and Governor Steve Beshear of Kentucky. In between his positions in public service, Cullen practiced energy and environmental law in the private sector for more than 10 years. He is a Yale University (Cum Laude 1980) and Georgetown University Law Center (1986) graduate and served in the Jesuit Volunteer Corp. in Piura, Peru. On October 8, 2023, Cullen completed his 5th marathon - the Scranton/Steamtown Marathon.     Beginning in June 2016, Cullen served as the Director of Policy and State Outreach for the Building Performance Association (BPA), a 501(C)(3) nonprofit organization that works with industry leaders in the home performance and weatherization industries to create energy-efficient, healthy and safe homes through research, education and outreach. The U.S. Department of Energy and several independent studies have concluded that energy efficiency is the fastest growing segment of the national energy economy (with almost 2.4 million jobs nationwide). BPA engages state governments and public utility commissions to reform regulatory models and modernize state and local economic development programs to create jobs through energy efficiency initiatives. Cullen is currently leading BPA’s state efforts on short term and longer term responses to the COVID crisis.     From January 2016 through April 2018, Cullen provided program design and strategic consulting to the Appalachian Regional Commission (ARC) to implement the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative. Since December 2015, Congress has approved a $100 million federal investment in ARC POWER investments to create a more vibrant economic future for coal-impacted communities across Appalachia. One example of state strategic consulting on energy policy is Iowa where Cullen helped the Iowa Governor’s Office draft legislation in 2007 creating the Iowa Power Fund and the Iowa Office of Energy Independence. Between 2007 and 2011, seven wind turbine manufacturing firms located in Iowa, helping it become the first state in the nation to exceed 31% of total generation coming from wind power by March 2016.
