I am happy to inform you that I am currently the Director, Establishment and Management Consultancy Services at the Public Service Commission.I am responsible for the creation and abolition of offices in the Government of Kenya, Job evaluations for the Public Sector, Business Process Re-engineering and efficiency in the public sector.

National Police Service Commission is a Constitutional Institution in Kenya charged with the responsibility of ensuring oversight in the Human Resources practices in theNational Police Service. I was the secretary to the Commission, the Accounting and Authourized officer .

He has a rich experience in East and Southern Africa region, West Africa and Central Africa.He has worked as HR Advisor for Africa for WWF International, Human Resources Manager (Training and Organization Development) for Kenya Wildlife Service and HR Manager for K-Rep Bank limited amongst others.He has previously consulted with Sofreco, in an Afd project in Kisumu, Kenya as the HR Expert, United Nations Office of Drugs and Crime UNODC, leading the HR Strategic Plan for Kenya National Police Service, Independent Police Oversight Authority, African Development Solutions ADESO, IRC and CARE Somalia. He is an associate Consultant with Competence Development Centre, the Kenya Institute of Management, Human Asset Consultants, Human Capital Consultants and is the Director of Strategy Focus Ltd and HR Experts & Associates. Joseph holds a Master’s Degree in Strategic Development, a Higher Diploma in Human Resources and an Undergraduate in Sociology. He is bilingual ( English/French) and is currently consulting with an International NGO ( WWF International)He has attended various professional trainings in Human Capital, Leadership and Strategic Management, Instructional development, performance management and labor laws issues in Africa and Europe.
