About Joseph Phillips
I am a hardworking, proactive, and ambitious individual, currently employed as an International AI Policy Advisor in the UK Government Department for Science, Innovation and Technology (DSIT). I started in the Civil Service in September 2020 at the Medicines & Healthcare products Regulatory Agency (MHRA) as an Associate Signal Assessor. I moved to BEIS on promotion to be an R&D Investment Strategy Policy Advisor in May 2022, and again to DSIT in February 2023.In Summer 2020, I completed a 4-year Master in Science (MSci) in Cell Biology at University College London (UCL), graduating with High First Class Honours (79.5% overall weighted average). While at UCL, I received multiple academic honours, including:• Two-time Dean's list nomination (2017/18, 2018/19) - recognised in the top 5% of students from the entire Faculty of Life Sciences in both my 2nd and 3rd years. • Lewis Wolpert Prize (2018/19) - awarded as the best performing 3rd Year MSci Cell Biology student (76.9% year average). • Undergraduate Microbiology Prize (2017/18) - awarded by the Microbiology Society as the best performing student in a microbiology-related module in the 2nd year of an undergraduate degree, granting me one year's free undergraduate membership of the Society. The module in question was taken by 171 students. • Sessional Biomedical Sciences Prize (2017/18) - awarded for academic excellence during my 2nd year (81.7% year average). During my final year, I undertook a nine-month laboratory research internship in Professor Michael Duchen's lab, where I investigated the impact of heterozygous GBA1 E326K mutation linked to Parkinson's Disease on mitochondrial and lysosomal function in patient-derived skin fibroblasts. I wrote up my findings in the form of a 10,000-word report, achieving a first-class mark (72%). This work followed a 7,500-word dissertation I produced in my third year titled 'Understanding Selective Neuronal Vulnerability in Early Stage Parkinson's Disease', for which I also achieved a first (84%).After graduating, I undertook an 8-week virtual internship with Think Pacific, which allowed me to explore a potential career in the environmental sector. This is an area I have developed an immense passion for through academic exposure via the Global Environmental Justice strand of the UCL Global Citizenship Programme and volunteer experience at an environment/conservation NGO in Northeast Cambodia. In my spare time, I love to skate, sail, hike, travel, and take film photographs.
