Joseph B. Williams represents clients on matters related to marketing and trading in energy and commodity markets and on federal and state matters for energy projects. He represents clients in Federal Energy Regulatory Commission (FERC) and Commodity Futures Trading Commission (CFTC) investigations, enforcement and show cause proceedings, and complex energy litigation matters. Joseph assists clients with the development of generation and transmission projects, including responding to RFPs, contract negotiation, and related regulatory issues. Joseph was lead counsel in successfully defending a marketing and trading company in the first market manipulation case under Federal Power Act Section 222 prosecuted by a private party. Joseph has represented clients in refund proceedings in organized power markets and has successfully defended clients in show cause proceedings before the FERC. Joseph has also assisted clients with several government investigations of market activity, including actions by the Department of Justice, FERC, CFTC, and state attorneys general.He also regularly assists clients in regulatory proceedings before the FERC for both electric and natural gas matters, including general rulemakings, ISO/RTO rate proceedings, natural gas pipeline rate proceedings and related filings. He is experienced in dealing with issues related to the organized power markets before the FERC, with particular emphasis on capacity markets and market power mitigation measures. Joseph served as lead counsel for clients with shipping capacity in multiple natural gas pipeline rate cases.Joseph assists clients with the regulatory due diligence for major transactions and investments, including client's recent investment in a company owning pipeline assets and related facilities. He negotiated all major agreements and provided regulatory advice for a client's participation in a joint effort to develop a power generation project in the Northeast.
