Senior Program Analyst - Regional Snap Employment & Training Program
As a Senior Program Analyst, I serve as the regional expert for the Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) program in an eight state region. I am responsible for taking a leadership role in working with state agencies and partners to ensure E&T programs incorporate job-driven elements in their design and demonstrate positive positive outcomes for participants. I serve as the principal point of contact with high-level policy officials at federal, state, local agencies, workforce development organizations, businesses, and post-secondary educational institutions. Build alliances among stakeholders; facilitated collaborative relationships; identified opportunities for increased collaboration; stayed informed on workforce dynamics; and identified effective workforce development strategies for SNAP E&T programs. Represent SNAP and provide technical assistance to states in the development of contracts, agreements and memorandums of understanding to ensure integrity of E&T program policy objectives. Draft memoranda, briefing papers, talking points, letters to stakeholders, reports, and other written materials including replies to inquiries from businesses, states, and advocacy groups regarding a broad range of E&T program policy issues. Regional Federal Investigator
As a Federal Investigator, I served as a regional subject matter expert for the investigation of allegations under 22 complex whistleblower protection statutes throughout 6 states. I planned and conducted investigations of alleged instances of discrimination and retaliation on the part of employers arising from the complaints made regarding possible safety and health violations and other whistleblower laws within OSHA's jurisdiction. I interviewed and took statements from principals and witnesses, and obtained documents relative to the cases being investigated. I negotiated and mediated settlements with complainants, respondents and/or their legal representation consistent with the provisions of the laws enforced. I determined the merit of cases by evaluating evidence in the context of the applicable laws, regulations, policies and procedures, and court decisions. The laws, regulations, and policies applied to discrimination for filing safety and health complaints, trucking industry complaints, aviation industry complaints, railroad industry complaints, consumer product safety complaints, consumer financial protection complaints, food safety complaints, environmental complaints, nuclear industry complaints, corporate fraud complaints and other matters, delegated to OSHA by the Secretary of Labor. As a subject matter expert, I provided advice to leadership regarding the complex investigations and complaint issues that resulted in pending litigation in U.S. District Court.
State Director Of Veterans Employment And Training
As Director for Veterans Employment and Training (DVET), I was functionally responsible for ensuring the promotion, operation and implementation of all veterans’ employment and training programs within the State of Colorado; ensuring proper veterans’ employment under Federal contracts; protecting and advancing veterans’ employment and reemployment rights; and monitoring effectiveness of state plans, and providing technical assistance for grantees. I directed and provided oversight and assessments of all VETS grant-funded programs, compliance programs, budget formulation and financial management. I directed and monitored all technical aspects and managed a diverse workforce of VETS staff and grantees to serve the needs of the 446K veterans throughout the state such as: administering the $3M Jobs for Veterans State Grant (JVSG) which provides funding for 42 grant staff; administering both the $1.5M Veterans Workforce Investment Program (VWIP), the $1.1M Homeless Veteran Reintegration Program (HVRP) and the $122K Incarcerated Veterans Transition Program (IVTP) competitive grants; oversaw the Transition Assistance Program (TAP) at 7 military installations for an average 3800 separating service members per year; oversaw all Uniformed Services Employment and Reemployment Rights Act (USERRA) and Veterans Preference (VP) investigations and activities. I continually assessed Workforce Investment Act and Wagner Peyser-funded program effectiveness to ensure responsiveness to the needs of workforce investment areas of the state experiencing economic distress from areas of high-poverty and unemployment and those affected by national emergency disasters; recommended best strategies for assignment of grant staff to positively impact and promote strong economic development within that region of the state.
Special Assistant To The Deputy Assistant Secretary Of Veterans' Employment And Training
As Special Assistant, I served as an advisor to the DASVET and other senior management staff and assisted in developing the overall strategic vision of VETS employment and training goals and objectives. I worked closely with national program officials in formulating field policies, programs, goals, objectives, operating plans, and procedures that serve to maximize the Agency’s ability to meet annual and long term performance goals. I assisted with developing plans to factor interests of customers, stakeholders, contractors, grantees, and partners into overall organizational goals and initiatives. I regularly coordinated with the US DOL, Department of Employment and Training Administration (ETA), VETS regional programs and activities with those DOL components outside of VETS, other Federal agencies, state and local jurisdictions. I notified the DASVET of gaps in DOL employment and training programs to meet the needs of veterans, and recommended necessary program changes as appropriate.ACCOMPLISHMENTS:- Served as Project Manager to lead the team of SMEs to redesign the DOL Employment Workshop; completed revision effort well ahead of scheduled milestones; over 1.5 Million transitioning service members worldwide went through the revised workshop between 2013-2018; lauded by White House staff.- Assisted with the FY14 Congressional Budget Justification development for VETS. Defended budget requests through OMB pass back process. Worked with all contributors to ensure complete and thorough explanations of their respective budget justification area.- Assisted with congressional testimony development and preparation for Assistant Secretary hearings before Congress. - Developed proposed official responses for Congressional questions for the record by VETS. - Assisted in the development of formal agency position to proposed legislation.
