Administered Stormwater SMART program for 19 municipalities in the Piedmont of North Carolina to assist them in meeting NPDES Phase II requirements. Prepared Stormwater SMART program budget and supervised program staff. Provided technical assistance for local municipalities and landowners. Applied for, received and managed grants. Assisted stakeholders in prioritizing regional trail projects through developing and implementing public outreach strategies. Planned and facilitated public meetings, workshops and stakeholder groups. Publicized events through news media, social media and other venues. Developed quarterly newsletters and brochures. Co- authored watershed assessments and restoration plans including assessing soils, geology and natural resource data, conducting fieldwork, and coordinating outreach for water resource management plans. Implemented a statewide ecological service using GIS, plant ecology and plant systematics to evaluate the impact of planned development projects on populations of rare, threatened or endangered plants and coordinate avoidance, mitigation or management of these resources. Reviewed various aspects of land and site development projects and coordinated the review process with other agencies to provide consistent recommendations to applicants. Reviewed proposed legislation and participated in updating the plant regulations to reflect current taxonomy and abundance. Used the Flora of North America and other floras to provide technical support and assistance to other botanists. Made decisions for potential impacts to special concern plants & natural communities for Wild Plant Program, and PA DCNR through environmental review. Monitored ecological resources on and off State lands to coordinate management of state lands with DCNR's goals to manage natural communities and species of concern for their conservation. Coordinated correspondence with applicants and DEP. Scheduled and facilitated meetings with applicants, consultants, botanists and DEP. Interpreted technical program goals, and standards for field personnel, to determine if goals were met through botanical studies. Implemented, a statewide ecological services program designed to manage, protect, and conserve plant and wildlife resources on State Park and Forestry lands through writing BMPs for species of special concern, and performing botanical surveys to provide botanical expertise. Reviewed wetland delineations and plant survey reports to verify completeness and extrapolate habitat information. Prepared letters, reports, memoranda, and correspondence to exchange information about the resources conserved through the Wild Plant Program and the PA Natural Heritage Program, with field personnel, co-workers, supervisors, and the public.
