Commuter Rail project as "Rail Signal System Construction Coordinator" overseeing and managed all aspects of Design, Construction, Upgrade, Modification, and Testing of 67 Grade Crossings, Construction of over 32 miles of Centralized Train Control (CTC) including a control center/dispatch system with 18 control points and 14 intermediate locations, all Signal Material Coordination, Systems Testing to ensure FRA compliance, Electric Utility Coordination with three different electric providers for new locations requiring electric power, and traffic pre-emption coordination with the cities and Texas Department Of Transportation (TXDOT) traffic engineers. Responsibilities included overseeing the signal design based on requirement established by client and overseeing the work of Field Inspectors, Field Engineer, and Project Administrator. Assisted client with the process of converting most of the 32 miles into quiet zones by working with the Federal Railroad Administration (FRA) and local stake holders such as the affected cities and counties to seek the optimal solution by means of Supplementary Safety Measures (SSM) such as establishing medians, closing driveways, and/or adding 4 quadrant gates. Responsibilities also include acting as Contracting Officers Technical Representative (COTR) for various projects on behalf of the client, reviewing, processing, and preparing all project related correspondence strictly adhering to clients Project Management Plan. Total Signal Project value is in excess of $13M including materials and installation.
