• Leading a team of quantity surveyors to establish subcontractors' final work volume quantities at the completion of the works and determine the final contract direct cost.• Review the subcontractor’s remeasurement submission.• Reconcile cost and commercial disputes related to remeasurements, site instructions, and changes/ deviations.• Evaluating subcontractor claims for additional labor and material costs related to design and field changes.• Preparing and developing new rates (star rates), including reviewing and evaluating new rates proposed by subcontractors.• Prepare remeasurement procedure to define the remeasurement process and the associated responsibilities, as well as interfaces between the Contractor and Subcontractor during the execution phase.

• Provide remeasurement deliverables and determine the final quantities and value of the work• Advises the management of potential claims including preparing change orders for works outside of contract scope.• Prepare monthly progress payment applications/invoices.• Reconcile cost and commercial disputes related to remeasurements, site instructions, and changes/ deviations.• Preparing commercial procedures, such as Rules of Credit and Method of Measurement• Preparing star rates for new bill items not included in the contract BOQ.• Develop a compensation mechanism for modification and abortive works, site instruction and field design changes.• Progress monitoring/ tracking and reporting of the value of work done and earned value based on actual works executed.• Cost and billing forecast, revenue projections, cost analysis, and tracking.• Subcontract administration including review of subcontractor’s monthly payment application, progress accomplishment (Value of Work Done), progress remeasurements, back charges, change orders, new bill items/ star rates, preparing correspondence, and issuing site instructions.

• Review of contractor’s measurement submissions based on AFC drawing and following existing preambles, and rules of measurement. • Providing measurement deliverables for all disciplines, measurement of net quantities shown on the latest AFC drawings including any detailed drawing for GAP engineering provided by the contractor, reconciliation quantity and cost based on AFC measurement, and 3D model PDMS.• Review and evaluate contractor’s claims for additional costs related to design and field changes. • Review of contractor’s monthly interim payment application with achieved progress and agreed measured valuation of quantities.• Progress measurement.
