I have more than 29 years of U.S. government contracting program management and business development experience including more than 15 years of serving in executive management positions. I have worked on a range of international development technical areas with expertise in economic development, private sector development, trade and logistics, agribusiness and food security, women's economic empowerment, financial inclusion, development finance, investment promotion, governance, health, and monitoring, evaluation, and learning (MEL). I have worked in more than 30 countries in the Indo-Pacific, the Middle East, Europe and Eurasia, and Africa. I currently serve as the Senior Vice President of Cadmus Group's International Development Division. Nathan Associates was acquired by Cadmus in February 2023. I am leading a newly combined division that comprises legacy Nathan's international development portfolio in the US. London, and Australia with Cadmus' capabilities and development portfolio. Cadmus provides a range of highly technical and innovative solutions in the areas of trade policy and facilitation; public financial management; economic policy; private sector development; digital transformation; environment, climate, and resilience; business enabling environment; gender and social inclusion; and structured finance and investment. As Senior Vice President at Nathan Associates, I served on the Executive Leadership Committee with responsibility for Nathan's international development programs and the company's largest business line. I doubled the size of international development practice to a $300 million portfolio of economic growth activities operating in more than 30 countries. I led Nathan's global diversification and growth strategy resulting in new contracts with USAID, MCC, DFC, USTDA, DFAT, the World Bank, and the IADB.I was an integral contributor in shaping and growing The QED Group through various stages of its evolution from a disadvantaged 8(a) small business with a handful of prime contracts to a flourishing graduated mid-size company with 100 percent full and open revenue operating in more than 15 countries. I expanded QED’s client portfolio to include a wide range of U.S. federal agencies and international donors including USAID, CDC, USDA, the State Department, and UK DFID.

I have held several positions during my career at QED including the Accelerated Microenterprise Advancement Project (AMAP IQC) Manager, Deputy Director of the Technical Programs Group; Director of the Economic Growth Practice; and Vice President. I have written and led numerous proposals resulting in more than $100 million of new USAID and U.S. Department of State contracts. I completed several short-term technical assignments including serving as Team Leader of a credit demand survey in Egypt; Team Leader of an evaluation of the USAID Worldwide Farmer-to-Farmer Program; and as a member of various evaluation and assessment teams. I completed short- and long-term assignments in Armenia, Azerbaijan, Colombia, Croatia, Egypt, El Salvador, Ghana, Georgia, Guinea, Haiti, Kazakhstan, Kyrgyzstan, Pakistan, Poland, Russia, Thailand, Turkmenistan, Ukraine, and Uzbekistan.

I served as Director in the Europe and Asia Division at ACDI/VOCA, where I supervised eight overseas offices; 10 microfinance and rural finance institutions; and agribusiness and SME development programs. As ACDI/VOCA’s Russia Country Representative and Chief of Party for the Russia Farmer-to-Farmer Program in Moscow, I facilitated technical assistance to more than 250 agribusinesses, private farmers, and financial institutions per year through short-term U.S. volunteer consultants. I also established and implemented the Russian-American Lending Program for rural credit cooperatives supported jointly by USDA and USAID. As the U.S. government representative responsible for this $6 million rural credit fund, I co-chaired the Supervisory Council of the Rural Credit Cooperation Development Fund (RCCDF). During that time, RCCDF provided $3 million in loans to 22 credit cooperatives, while maintaining less than 1 percent delinquency. The Russian rural credit cooperative system remains sustainable today.
