As a NAVSEA 21 PMS 321 Program Manager Representative (PMR), I was responsible for the advanced planning and execution of modernization efforts during ship availabilities. I have extensive project management experience, including coordinating Joint Strike Fighter (JSF), C5I, and HM&E system installations on LHD/LHA Class ships. I performed all project management responsibilities as the Hull Manager for USS ESSEX (LHD 2) modernization, midlife upgrade, advanced planning, and availability execution.

Assault Craft Unit Five

Manages and administers the organization’s Quality Assurance Program. Directs the day-to-day operations of the quality assurance program for the organization’s 500 employees through organizing, planning, process improvements, audits, and training development. Advises senior leadership on quality assurance requirements, reports deficiencies, trends, and recommends corrective action.Ensures policy and procedures are followed by shop supervisor and tradesman. Administratively requests, processes, and implements engineering design changes of technical publication and drawings. Approves and monitors critical production and repair work from initial conditions through testing phases.Oversees and works in conjunction with the organization’s Non-Destructive Test (NDT) Examiner to ensure three NDT Inspectors are qualified and current on processes and inspection requirements. Monitors welder certifications, qualifications, and proficiency requirements ensuring they meet all technical specifications for work performed.

Assault Craft Unit One

Principal advisor to the Commanding Officer oversees maintenance operations and administrative programs. Assists senior level management by providing guidance, recommendations, and performs as the senior level representation of programs managed. Directly oversees the day to day operations of a 250 plus organization utilizing an 18 member staff to facilitate training, conduct material assessments, provide technical assistance and production services, maintain warehouse inventory, and enforce environmental health and safety regulations. Evaluates staff member performance and provides feedback using written and oral communication to senior management and staff on performance. Determines industrial level maintenance requirements to maintain 18 marine crafts at peak mission readiness. Acts as the signal point of communication to and works in conjunction with the Program Office and various other technical agencies to ensure shipboard repairs and modernization upgrades are properly planned, scheduled, executed and certified. Develops and monitors detailed POAM for the organization that addresses lessons learned and improvement of shipboard material condition. Receives and reviews Alteration Installation Team's (AIT) POAM during Boat Alteration installations. Conducts reviews of work summaries and coordinates AIT schedules. Program Manager oversees program supervisors ensuring strict procedural compliance is followed and programs are maintained in accordance with published documentation. Identifies training requirements and supervises facilitation of classroom lectures and the performance of scenario-based exercises to improve effectiveness and efficiency. Command Safety Officer, enforces and verify's compliance with Environmental, Health and Safety (EH&S) regulations in accordance with Navy Occupational Safety & Health and Occupational Safety & Health instructions. Conducts safety seminars to raise organizational awareness and promote a daily safety mindset.

Uss George Washington (Cvn 73)

Directed a workforce of mechanical and electrical technician in the day to day operation of cargo elevators and electric forklifts onboard a U.S. Navy Aircraft Carrier. Administered training, qualification, and licensing requirements to safely and effectively operate, troubleshoot and maintain cargo elevators and electric forklifts. Provided administrative management and supervision to a workforce 50 personnel utilizing 4 midlevel supervisors to plan and oversee daily operations and ensure schedules were met. Principal Assistant to senior level management. Oversaw the maintenance program across the department to meet equipment operational readiness standards in an efficient and effective manner. Provided senior management with expert advice on all matters Hull, Mechanically and Electrically related to weapons department. Cross-functionally communicated with Ships Maintenance Material Officer (SMMO) and Elevator Support Unit (ESU) to plan and accomplish industrial work.Supervised preventive and corrective maintenance, training, and operational licensing of nine weapons elevators and thirty electric forklifts. Responsible to the Commanding Officer for the medical emergency elevator safe and reliable operation 24 hours a day. Supervised shipboard damage control preventive and corrective maintenance for the department on over 1500 components in 150 different compartments. As Cargo Elevator and Forklift Licensing Officer I was responsible for the instructor led classroom lectures, on job training, maintenance training, operator qualifications, and all matters safety related to weapons elevator use. I implemented workforce improvements by identifying deficiencies with the elevator qualification process and immediately made necessary changes.

Uss Mobile Bay (Cg 53)

As Main Propulsion Assistant, oversaw the safe and effective operation of the ship's engineering plant, funds allocation, training and management of personnel and equipment. Recognized, as the senior engineering technician and subject matter expert on all matters related to propulsion, electrical, auxiliaries, and repair for hull, mechanical, and electrical systems onboard. Performed as maintenance manager for the engineering department, oversaw preventive and corrective maintenance of engineering plant. Provided industrial repair requirements to the Port Engineer and Maintenance IPT for advanced planning and the execution of industrial maintenance availabilities to improve equipment readiness through life-cycle maintenance.Member of the maintenance IPT assessed and prioritized work request for developing, planning and executing modernization and maintenance repairs for deployed maintenance work, continuous maintenance availabilities, and Chief of Naval Operations Selected Restricted Availability. Required extensive coordination between the shore maintenance team, shipyard contractors, and foreign contracts to plan and execute work and meet strict quality assurance testing.Directed energy conservation program for the organization. Tracked fuel oil procurement, quality, and usage. Instituted energy conservation measures to operate in the most efficient manner while reducing cost, offsetting budget shortfalls while meeting mission requirements. Supervised a workforce of 25 Gas Turbine System Mechanical and Gas Turbine System Electrical technician in the safe operation of the propulsion and electrical plant. This included 4 General Electric LM 2500 Gas Turbine Main Engine, 3 Allison K17 2500kW Gas Turbine Generators, and marine engineering ancillary equipment.

Explosive Ordnance Disposal Expeditionary Support Unit One

Program Manager for Explosive Ordnance Disposal (EOD) Group small boats and crafts. Managed all elements related to training, corrective and preventive maintenance, repair, modernization and operation of Rigid Hull Inflatable Boat (RHIB) and Combat Ready Rubber Craft (CRRC). Oversaw an inventory of over $10M dollars in assets and supervised the department’s workforce of 29 technicians. Coordinate day to day operations for dispatching, maintenance, repair, and modernization of 47 RHIB and 54 (CRRC) that support all West Coast EOD forces training, missions, and deployments. Scheduled and supervised inspections as part of senior level management staff to assess small boat and craft material condition of readiness. Coordinated directly with the Port Engineer to plan, schedule and execute regular overhaul and modernization upgrades to RHIB inventory to extend service life. Oversaw repair and modernization of six 7M RHIB’s that include the complete replacement of outboard engines, refurbished fiberglass hull, new sponson installation, and an upgraded electrical/electronic suite. Provided the Commanding Officer weekly briefings that included RHIB repair and modernization status, recommendations for future RHIB repair and modernization based on future acquisitions and available funding. Oversaw and validated the annual inventory by means of Boat Inventory Management (BIM) report. Communicated to Type Commander (TYCOM) regularly on the disposition of RHIB based on inspection and documentation of RHIB current material condition, performed acceptance inspection, documented build discrepancies, and ensured correction by the delivering contractor prior to acceptance.

Uss Curts (Ffg 38)

As Main Propulsion Assistant directed daily operations of the shipboard engineering propulsion, auxiliary, and electrical plant. Supervised a diverse workforce of Marine Engineering Technician to adhere to program requirements, safely operate machinery and perform preventive and corrective maintenance on mechanical and electrical systems. Served as the ship’s Maintenance Manager communicated with the Port Engineer and Maintenance IPT to execute industrial repairs and modernization projects to improve equipment readiness.Directed ship’s quality assurance program by adhering to published instructions requirements enforced worksite and workmanship standards. Performed horizontal and vertical audits to verify procedural compliance was used and equipment repairs met design specification standards. Administered departmental training program that developed proficiency skills for maintenance technicians, produced qualified system operators and effective program managers.Ship’s representative to the maintenance IPT assessed and prioritized work request for developing, planning and executing modernization and maintenance repairs for deployed maintenance work, continuous maintenance availabilities, and Chief of Naval Operations Selected Restricted Availability. Supervised a workforce of 32 Maintenance Technicians in the performance of prevent and corrective maintenance to maintain the engineering plant at a high state of readiness.. Uss Stethem (Ddg 63)

Administered all functions of shipboard “Maintenance Material Management (3M) System” program, acted as the functional manager and directly reported to the Executive Officer the overall health of the maintenance management system. As the organization's 3M Coordinator validated the Organizational Material Maintenance System-Next Generation (OMMS-NG) database. Administrated and supervised 300 personnel from 43 maintenance groups in the proper documentation of the shipboard configuration and systems/equipment operational condition. Screened and approved all Work Candidates that document system or equipment deficiencies in the Maintenance Data Systems (MDS).Coordinated and performed as organization’s gatekeeper for equipment alteration installations onboard the ship. Directly communicated with Regional Maintenance and Modernization Coordination Office (RMMCO) and Alteration Installation Team (AIT) for equipment modernization and upgrade installs. Reviewed statement of work(SOW) for accuracy and enforced worksite safety and schedule compliance. Performed as the final approving authority and acceptance of System Operational Verification Test (SOVT) and Integrated Logistic Support (ILS) documentation. Functional Configuration Data Manager (CDM) by way of Automated Shore Interface (ASI) into Configuration Data Manager Database-Open Architecture (CDMD-OA). Approved changes to the ship's equipment database and reported these changes to the CDM, by the way of the Automated Shore Interface (ASI) process.

Us Naval Ship Repair Facility And Japan Regional Maintenance Center

A Project Manager at a U.S. Naval Shipyard. Functional manager of maintenance integrated project team planned and executed million dollar industrial work package availabilities to modernize U.S. Navy warships. Directed 22 Gas Turbine Mechanical and Electrical Maintenance Technician’s in troubleshooting, preventive and corrective maintenance of Gas Turbine Engines, electrical generators, machinery electronic systems, fuel oil systems, lube oils systems, main reduction gears, and purification systems. Identified and maintained inventory requirements for parts and hazardous material. Utilized a preventive maintenance and work order database to effectively forecast and monitor maintenance completion.Lead HVAC maintenance technician for industrial size air conditioning and refrigeration plants. Performed preventive maintenance, troubleshooting, and corrective repairs on: air compressors, pumps, valves, hydraulic systems, centrifugal air conditioner plants, refrigeration, plants, chill water systems, reverse osmosis plants, steam systems, sanitation systems, environmental pollution systems, and firefighting equipment and diesel engines.
