Mariner Comments Help to Retain GPS BeaconsThis article appeared in both IDR and The Waterways Journal:by Judith PowersThe U.S. Coast Guard has announced that because of the comments received from navigation, dredging and hydrographic survey sectors, that only nine maritime beacons will be shut down, or disestablished, leaving most of the coastal and inland river National Differential Global Positioning System (NDGPS) beacons in operation.Twenty-eight Department of Transportation (DOT) inland sites will be retained. The original plan was to decommission 84 NDGPS sites. This number was reduced to 37 – nine maritime and 28 DOT inland sites, leaving a total of 46 USCG and USACE sites available to users in the maritime and coastal regions. The beacons were shut down on August 5 – 30 days after the Federal Register notice announcing the decision appeared.Maritime beacons decommissioned were at Brunswick, Maine; Cold Bay, Alaska; Eglin, Florida; Isabela, Puerto Rico; Lompoc, California; Pickford, Michigan; Saginaw Bay, Michigan; Sturgeon Bay, Wisconsin and Key West, Florida. One-third, or 58, of the comments received in response to the August, 2015 Federal Register notice were from the navigation and dredging sector. Forty-four comments expressed a need for enhanced precision for navigation provided by DGPS (e.g. piloting) and 14 of the 58 comments expressed a need for enhanced precision for positioning to support marine surveying and dredging. The Coast Guard will consider the transfer of Continuously Operating Reference Stations (CORS) beacons to private entities or other Federal, State, and/or local agencies interested in continuing to operate them as CORS sites. These are sites that provide data sources to support surveying, science, and natural resource management. At least half the comments supported retention of these sites.

After starting International Dredging Review (IDR - first issue October, 1981) and operating it as owner, editor and publisher for 28 years, sold the company to The Waterways Journal, of St. Louis, Missouri, in August, 2009. Was retained as editor and worked in that position for the new owners from September, 2009 to May 31, 2013. I retired as editor on June 1, 2014, and continued as writer until May 2019, when I stopped writing for IDR, but continued writing for the Waterways Journal. As of February 2020, I have begun writing for DredgeWire as well. I am also a registered writer for ENR, reporting on application of new technologies to actual construction projects.

I retired in June 2014 and am a freelance writer for IDR and The Waterways Journal. I'm also attending meetings from time to time on behalf of IDR, so I'll look for you all at those. Depending on available funding, I will attend Dredging Expo 2018 in Norfolk, Virginia in June.

I started a new trade journal for the dredging industry - International Dredging Review - in Long Beach, California, with the first issue published in October, 1981. With wide acceptance from the dredging industry, this one-person magazine flourished and grew, with advertising support growing as a result of the publication of professionally-written, fact checked articles. My theory was that there were as many stories in the industry as there were people and companies, which provided an infinite range of topics for the magazine - interviews, project descriptions, dredging applications of new products, coverage of the nascent Western Dredging Association, World Dredging Association and the Central and Eastern Dredging Associations, all of which encompassed the world. Cover pictures were chosen for their ability to catch the eye, and the layout was based on an easy-to-read newspaper format. At the end of 1985, I moved to Colorado, and incorporated a part-time employee and advertising sales manager, continuing my effort to produce a top-quality publication of value to the dredging industry. In the early 2000s, I retained a skilled business manager who doubled as an ad sales manager, and he expanded the profitability of the business, more than doubling the income. In 2009, after 28 years of running a growing business, it was time to step back, and I sold the company to The Waterways Journal in St. Louis, Missouri, a small publishing company that operated in the marine industry with its weekly magazine covering the Mississippi River and tributaries. I continued as editor for several years, and have now stepped back to researching and writing for the dredging and marine construction industries as a freelance writer.
