About Julia Kirby

I have 15 years’ experience designing, delivering, and managing internationally focused education and community development projects and programs in low, middle, and high resource contexts, including across the Middle East, on behalf of governments, philanthropies, and not-for-profit organizations. Most recently, at the World Innovation Summit for Education (WISE) at The Qatar Foundation, I managed several multi-stakeholder international research projects and programs on school and system leadership, evidence-based approaches, collaborative school improvement (within schools and across school networks), and education and eco-system strengthening. I also led and maintained strategic partnerships with schools and local governments to design and implement evidence-based school improvement programs, including in-service professional development and leadership programs. I am a skilled communicator with the ability to build, broker, and manage strong relationships with partners and colleagues across sectors, teams and time zones.Prior to joining The Qatar Foundation, I served for over six years as Education Advisor at the U.S. Embassy in Qatar in the Public Affairs Section, designing and leading education-focused public diplomacy programs and campaigns throughout Qatar on behalf of the U.S. Department of State. This work focused on designing youth and community outreach initiatives, including strategic messaging campaigns, and bilateral government to government partnership engagement to support public diplomacy, policy and strategy formulation. I also have significant experience working in the international development sector having managed and directed several projects, including in Armenia, Yemen, and Pakistan, on behalf of several public sector clients, including USAID and the U.S. Department of State.
