Lead the state agency with primary responsibility for protecting and sustaining Vermont’s environment, natural resources, wildlife and forests, and for maintaining Vermont’s state parks.

Provided technical and project leadership for Stone’s Water Resources Management group. Prepared and evaluated the efficacy of conservation measures and (BMPs) best management practices, water quality restoration plans, and TMDLs (total maximum daily loads), with specialized expertise in addressing water quality concerns associated with agricultural operations. Developed and managed implementation of municipal stormwater master planning projects and stormwater retrofit projects that incorporated elements of low impact development (LID) design. Member of Stone’s senior management team.

Managed the agency’s efforts to implement the TMDL for Lake Champlain, in order to reduce phosphorus pollution and improve water quality. Oversaw successful implementation of a variety of projects related to stormwater management, agricultural stewardship, wetland restoration, and riparian corridor protection. Coordinated more than 15 program staff and a budget in excess of $4 million, including administration of more than $1 million in grants annually. Served as primary agency liaison to related programs at the state agencies of Agriculture and Transportation, as well as federal partner agencies including EPA, USDA, and the US Fish and Wildlife Service.

Managed all phases of a variety of federal and municipal projects with budgets ranging from $25,000 to more than $1 million. Oversaw a team of up to ten staff, providing daily assignments and reviewing work products.Led effort to develop a hydrologic and hydraulic model of the District of Columbia’s combined sewer wastewater collection system. This model served as the basis for sewer system master planning. Authored numerous reports and papers; contributed several chapters to a comprehensive national assessment of the environmental and public health impacts of sewer overflows.
