Senior Finance Officer
CurrentAs the Chief Advisor to the CEO, Program Managers, and staff, I provide expert guidance on finance, accounting, human resources, procurement, grant management, and administration. I oversee the funding of approximately USD 200 million in programs and projects being implemented across 11 Caribbean countries.General:a. Integral member of the CBF Management Team.b. Lead the finance department and oversee the implementation of systems related to Finance and Administration.c. Direct supervisor to the Finance Officer, Finance Assistant and the Information, Communication and Technology Assistant.Operations:a. Advise approximately 3 Program Managers and 5 Project leaders on financial matters.b. Manage the procurement processes of the CBF.c. Handle administrative matters of the Finance Committee (FC), including the relationship between the FC and 2 Asset Managers. Lead the review, modification, and approval process of policy documents.d. Oversee the compliance obligations of the CBF, including filing annual accounts with UK authorities and other relevant jurisdictions.e. Participate in the review and modification of policy documents.Accounts and Auditing:a. Manage disbursements to approximately 40 grantees and beneficiaries in over 10 Caribbean countries, 6 consultants annually, and payments to CBF staff.b. Manage the development, recording, tracking, and monitoring of budgets, expenditures, and reporting for the CBF and its stakeholders.c. Manage the annual audit processes for the CBF.d. Manage relations with 2 Banks holding 9 bank accounts for the CBF.Program Support:a. Facilitate the preparation of programs, projects, and budget proposals for the CBF.b. Oversee and ensure compliance with CBF's and/or relevant donors' internal financial policies and procedures when processing grants, payments, and reimbursements.c. Oversee the CBF's financial reporting to donors,including but not limited to the KfW, GAC, USAID, UNEP/GEF, and AFD.
