Built, managed, and maintained the TakeChargeTexas (TCT) product roadmap using Jira and direct all product feature priorities. This role also includes developing data management policy, plans, and supplementary documentation for all data products and applications in the TB/HIV/STD Section.Key Achievements:1. Led contract negotiation of the TCT Application Development RFO with Deloitte and facilitated delivery of a contract containing all major requirements under project budget. 2. Directed the development effort of a crucial data pipe which now converts 10s of thousands of laboratory reports from delimited files to HL7v2 and automates the data flow of those reports to local health departments.3. Developed operational dashboard and accompanying quality metrics for HL7 based messaging that monitors quality and volume of all HL7 laboratory reporters using SAS and Tableau. 4. Designed the tracking and sharing workflow that brought the Texas HIV Medication Program, and Ryan White eligibility processes into alignment. This interface will reduce the paperwork burden on clients and case managers and provide an electronic accountability trail.5. Kicked off the TCT project on schedule, after overcoming considerable administrative and bureaucratic challenges steaming from the agency’s response to COVID-19.

Managed the product roadmap for the State of Texas’ COVID contact tracing and surveillance product Texas Health Trace (THT). Engaged stakeholders across the state for user recruitment and eventual product adoption. Built, managed, and maintained the epic, and story level product road map using Jira over the course of the 6-month Agile development which consisted of three parallel sprint teams and 10 single week sprints. This product was built in partnership with Deloitte Consulting on the Salesforce platform using Agile methodologies and continuous integration, and continuous delivery practices.Key achievements:1. Implementation of the TexasHealthTrace application, which united and enabled the COVID-19 contact tracing, surveillance, and symptom monitoring efforts across the State of Texas.2. Lead successful recruitment and data migration of several large metro health departments. 3. Lead the THT user group that consisted of 4 subgroups, and 68 users representing jurisdictions across the state.4. Developed the SAS data lake, data warehouses, and accompanying data governance needed to bridge the THT’s Tableau analytics and reporting before it was integrated into Informatica Axon. 5. Directed the statewide initiative to interface with large Texas municipalities who had existing COVID-19 surveillance and contact tracing systems. Developed schema standards, and transformation rules using Informatica. Successfully onboarded 6 municipalities and designed the schema and SOPs that were used to onboard 60 to date.

My role included product management and project management activities associated with AIDS Regional Information & Evaluation System and its enhancements; as well as the planning of, and procurement for, the TCT project.Key Achievements:1. Led teams to the on time, on budget, on scope, development, and deployment of 5 enhancements tothe ARIES Ryan White Services application.2. Directed and managed the effort to consolidate, clean, convert, and migrate 52 long standing ad-hocaccess databases into one CDC supported web-based application. We estimate this saves DSHS and HIVprevention providers 2000 hours in reclaimed productivity over any 12-month period.3. Directed the development of the first data Tableau dashboard for HIV Prevention performance andcontract monitoring. This is the first business intelligence tool developed in the section for program enduse. It is based off a STAR Datamart which I designed and helped build using SAS.4. Received a finalist award as the result of a general staff nomination for an agency wide Excellence inLeadership award. I was selected as finalist along with 2 others by an agency-wide executivemanagement panel.5. In partnership with Abt Associates and HRSA, made significant contribution to HRSA HAB’s UnmetNeed Framework Pilot, and proposed several improvements to the framework that were incorporatedinto the final National Framework.6. Completed the TakeChargeTexas product road map with survey and anecdotal data collected over thecourse of 15 internal and external stakeholder engagements.

Oversaw the program activities of the HIV, STD, and TB Surveillance teams. This included planning, policy and procedure development, systems improvement, and budget maintenance. These teams’ chief duties were to ensure that contracted Health Departments were compliant with DSHS and CDC reporting requirements, and that DSHS had timely, complete, and accurate data that reflected the reality of the state's health related to HIV and TB. Major achievements include:1. Teams under my direction made significant progress in data completion, timeliness, and accuracy. Texas did not miss a single CDC reporting deadline for either HIV or TB surveillance during my time in this position.2. Made major contributions to the development, implementation, and change management activities of the current HIV Surveillance funding formula. This funding formula redistributed HIV surveillance funding based on need and incentivized performance. In support of the funding formula, I developed the vision and plan for the site evaluation tool currently used to monitor local and regional HIV surveillance performance. 3. Directed the development of SAS code that matches the TB Genotyping Information Management System (TBGIMS), TB Registry Data, and the state lab’s ELR. This SAS code was implemented to integrate the reporting efforts of the DSHS lab, the TB program, and the CDC’s molecular surveillance group. This significantly decreased DSHS’ genotype, matching time and increased matching completeness. This significantly improved the utility of the molecular surveillance results for contact investigation and brought DSHS into compliance with CDC’s molecular surveillance measures for the first time in several years.4. As the THISIS TB Surveillance Product Owner, delivered the TB Surveillance portion of the product on budget and 3 years ahead of release 2. Was part of the team that designed and assisted in the in-house data migration from NEDSS to THISIS.

As the staff lead of the HIV/STD Surveillance Unit I oversaw a team whose chief responsibilities were to report new cases of HIV and other STDs in the Austin and Travis County area to the Texas Department of State Health Services and initiate public heath intervention activities. This required daily coordination with health department offices at both the state and local levels, soliciting the cooperation of local health care providers and laboratories, and the upkeep of two large and highly confidential public health databases. I have also aided the department directly in grant and white paper writing (both as primary author and as contributor), data analysis, SAS programming, and strategic planning.1. Used SAS to automate several manual business processes that required the printing and hand evaluation and sorting of hundreds of daily laboratory reports. This process eliminated 40% of daily task time of one person, improved the accuracy of the manual sorting, and decreased the lag between surveillance case ascertainment and the initiation of contact tracing by 17 hours on average. 2. Negotiated a successful agreement with the Austin, Texas area Veterans Affairs system in reporting known cases of HIV to the City Health Department. They had not previously reported to either the City or the State.
