Our team co-developed a smart + private reporting channel to improve the collection of antitrust reports from corporate informants, which we successfully demoed to our stakeholder (a federal agency). Our proposed UX/workflow assists the informant in identifying the category of violation and expedites report processing and authentication. The underlying security architecture and privacy design, including the communication channel between agency staff and informants, is entirely open source and publiclyauditable. This reduces the trust burden imposed on the informant, and minimizes the probability of (accidental) deanonymization and consequent industry reprisal. Lowering this risk of engagement with an agency, while concurrently increasing the relevancy of the submission to an antitrust case, is intended to attract 'higher stakes' reports – that is, employees working close to the violation, whose evidence may make or break a case, but who also have the most to lose. The backdrop; addressing anticompetitive behavior is increasingly vital as monopolies loom large, but also increasingly challenging to achieve from the outside as novel technology helps corporates bury anticompetitive behavior in algorithms and opaque, byzantine systems. Making civil participation as easy and safe as possible – i.e. for those truly in the know to flag unfair practices without fear – helps counter-balance this trend.
