Elected to a four-year term in 2017 (65% of the vote) and then re-elected in 2021 (with 71%). Twice appointed as the City's Mayor, in 2022 and 2024. My responsibilities include determining the priorities for the City of 25,000 through enactment of local ordinances and establishment of budgetary (taxing and spending) policies. Achievements that I am most proud of to date include the following:1) Adoption in 2020 of the City's Climate Action Plan, followed by providing its funding. The aim of the plan is to substantially reduce the community's greenhouse gas emissions and increase its resilience to climate impacts.2) Increased the availability of affordable housing units on the Island, from close to zero, to forty-five (as of mid-2023) in the permitting pipeline, with many more units in the pre-permitting stage. We have a long way to go but are on the right track.3) Prioritized diversity, equity and inclusion, with the creation of the City's Race Equity Advisory Committee in 2020, and when I was Mayor, re-established (long dormant) formal government-to-government relations with the Suquamish Tribe.4) City Governments don't normally get involved in national politics, but with the January 6th 2021 insurrection I decided that that time had come and wrote a Proclamation declaring January 6th as "Protect Democracy in America Day". On December 13, 2022, the Proclamation received unanimous support from my fellow Councilmembers.5) Ever since I was first elected, I have made myself available to the public with an open-door policy which includes hosting regular coffee hours. Through this I have met with hundreds of people, an invaluable experience that I believe has made me a better Councilmember.

Greater Seattle Area

I enabled people, businesses and organizations in the Puget Sound region to lower their carbon footprint by designing highly efficient solar energy systems. My work included site analysis, energy modeling and system design, as well as finance sourcing and economic feasibility analysis.

Bainbridge Island, Washington

Co-founded the non-profit 501(c) 3 organization to promote renewable energy development in Washington State. Responsible for the organization's consistent achievement of its mission. Developed action programs that brought measureable results. Advocated for public policy change and organized community support. Accomplishments include:Created the concept of community solar and spearheaded its policy development in Washington State, which led to the creation of the community solar law in 2010 (SB 6658). To date, there are over seventy completed projects across the State, including a 72-kilowatt project on Bainbridge Island that I created and for which I serve as administrator. Each of these large photovoltaic projects have generated jobs, clean energy infrastructure, and hundreds of tons of avoided carbon emissions. Created Go Solar Washington and brought strategic partners together, including solar component manufacturers, installers, financial institutions, and non-profit organizations. The program attracted thousands of people to workshops and events, and led to over two hundred installations.Co-wrote a proposal that led to a $4.88 million Energy Efficiency and Conservation Block Grant awarded by the U.S. Department of Energy to the Cities of Bainbridge Island and Bremerton for a community-wide residential energy efficiency program.

Analyzed the feasibility of creating a clean technology incubator campus - the Kitsap Sustainable Energy & Economic Development (SEED) Project in Kitsap County, Washington. My work culminated in a detailed report titled "Engaging the Kitsap County Community in Supporting Economic Development Based on Renewable Energy Technologies". I made recommendations for overcoming barriers for the project, which was described by the Chief Operations Officer as being "of considerable value" to the Port.

Manager II ­ Supervision of Markets DivisionAdvanced in role as a financial securities regulator for the Government of Hong Kong. Collaborated with internal legal counsel, the Enforcement Division and representatives from the financial industry to rectify and improve trading systems, and identify potential systemic problems. Researched best regulatory practices and made recommendations, drafting new rules and policies. Reviewed implementations to ensure that the securities markets in Hong Kong were operating as intended.
