John Kain, AICP has worked in transportation planning and traffic engineering since 1975. His depth of experience includes the planning of multi-modal transportation networks for over 40 major new communities in California and Colorado, as well as participating in the development of infill and re-use plans for areas such as MCAS El Toro in Orange County. Mr. Kain has managed the updates of more than 20 city general plan circulation elements. He has designed the circulation and access features of many unique land uses, including churches, retail centers, regional parks, office towers, industrial complexes, colleges, and transit oriented mixed-use developments.Mr. Kain is adept at translating planning goals into practical engineering solutions for a variety of situations, whether it is collaborating with a design team on plans for a new community, identifying appropriate locations for alternative intersection treatments such as roundabouts, or managing the application of traffic models so that the best possible projections can inform investments in infrastructure. He is a Fellow in the Institute of Transportation Engineers (ITE), and serves on the Advisory Board for the UC Irvine Department of Planning, Policy and Design.Mr. Kain's Southern California projects that have been implemented include Aliso Viejo, Rancho Santa Margarita, Foothill Ranch, Westpark Irvine, redevelopment of the San Juan Capistrano Metrolink station area, Sun City Palm Desert, Victoria Grove, Temecula Old Town, South Poway, and the Oxnard Town Center. His Colorado projects include Highlands Ranch and Edgemont Ranch. His work involving educational facilities includes the UCI Long Range Development Plan, the CSUSB Palm Desert campus, and expansion of California Baptist College.

Mr. Kain's expertise in cooperative study management proved invaluable in coordinating or providing technical support for area-wide funding programs and corridor studies such as the Orange County Foothill Circulation Phasing Program, the Coachella Valley I-10 Freeway interchange local funding programs, the Scott Road and Clinton Keith Road Benefit Districts, Van Buren Boulevard corridor improvements in Riverside County, and Imperial Highway corridor improvements in Yorba Linda.Mr. Kain’s work involving commercial, office and industrial facilities included the Murrieta Springs Mall (I-15/I-215 Confluence), Rancho Mirage SR-111 Corridor, Desert Cities Auto Mall, several Irvine Business Complex (IBC) projects, Rialto Airport Specific Plan, Victorville Southdown Industrial Park, Borel Airpark Center, and Cheyenne Airpark (Nevada).
