Refugee Affected and Hosting Areas (RAHA) Program Related: Provide leadership, coordination and guidance on all matters pertaining to the smooth implementation of the RAHA Programme. For RAHA Program, serve as the principal point of contact between the RAHA Secretariat, Chief Commissioner for Afghan Refugees and UNHCR. Provide strategic direction to the RAHA program in relation to refugee hosting areas. Recommend policies and guidelines, in close collaboration with UN partners, in accordance with the vision, scope and strategy of RAHA Programme, to the Chief Commissioner for Afghan Refugees. Liaise and coordinate activities with provincial CARs and other UN agencies responsible for the implementation of multi-sectoral RAHA projects. Provide key support in development and implementation of strategies regarding networking, advocacy, knowledge management, capitalization and documentation of experiences. Information exchange with other agencies/ organizations at international and national levels. Supervise the work of RAHA Cell ensuring that the projects’ approval procedures are satisfactorily met and monitoring and evaluation of the same projects is carried out without any bias. Organize periodic evaluation meetings with the relevant stakeholders regarding the progress of the activities, the difficulties encountered and possible solutions.

 Provide strategic input to the CCAR Office and other relevant Govt. entities on Refugee Affairs  Attend consultative meetings with federal Govt. Ministries, Departments and relevant international agencies such as World Bank, UNFPA, WHO and GIZ etc.  Collect and prepare briefs on individual programs and submit to CCAR/SAFRON for approval Facilitate donors’ teams in appraisal missions for preparation of new project proposal(s) Maintain record of the correspondence done on new programs Follow up with various stakeholders and ensuring all programs are timely designed and initiated Carry out frequent qualitative and quantitative monitoring of the programs’ components; prepare monitoring reports and follow up its compliance. Recommend improvement during initiation, implementation and completion phases of the programs. Coordinate and arrange Capacity Development activities with RMSP of GIZ and external consultants. Supervise and implement the recommendations of the recently conducted Training and Capacity Needs Assessment of the CCAR and CAR offices in the provinces. In-charge of the Advocacy, Advisory and Media Information Cell at the CCAR for updating the Afghan Refugees residing in Pakistan regarding the developments taking place in Afghanistan and vice versa. Develop & implement strategies for communication and outreach; and regularly updating Afghan refugees on socio-economic conditions and high return areas in Afghanistan. Focal Person for the Document Renewal, Information and Verification Exercise (DRIVE) for PoR Card holders.

 Strategic, technical and policy advice on the formulation of capacity development initiatives for Ministry of SAFRON and the office of the Chief Commissioner for Afghan Refugees regarding Afghan refugees. Planning and organizing trainings and workshops with a focus on capacity development. Coordinating/liaising with partner organizations working closely with SAFRON/CCAR. Identifying capacity gaps at the level of the government counterparts both at the federal and provincial levels. Providing advisory services to the SAFRON/CCAR and their subsidiary bodies on the formulation and implementation of a medium-term Capacity Development (CD) strategy and the realization of specific CD interventions. Advising/capacitating Government of Pakistan on the administration of external financial contributions. Providing inputs to the Principal Advisor to support the counterpart institutions to improve their capacities in the field of overall management of refugees. Preparing reports and presentations material and appropriate input to the various program reports/publications; contributing to other reports required by the Head of Program. Coordinating and prioritizing relevant Program measures in area of responsibility in cooperation with stakeholders.

 Planning of all the activities and its implementation, strictly monitor the program activities in building the donors’ confidence for their sustainable support.  Conceived, planned & implemented first ever Skills Development Program for the repatriating Afghan refugees under Ministry of SAFRON. Sharing of statistical and analytical reports reflecting the progress of the project with the donors.  Keep close coordination with Ministry of SAFRON, CCAR, UNHCR & GIZ on all project related activities, challenges, gaps & constraints and propose changes for better functioning.  Develop and direct the implementation of project objectives, policies, procedures and work standards and ensure that policies and procedures are being strictly followed; objectives are fully met efficiently, economically and effectively and take appropriate corrective measures as necessary. For the smooth running of the program, I organize, review and evaluate the support staff through their respective supervisors at the provincial level. Coordinate and liaise with local, national and international stakeholders for smooth and speedy implementation of the projects. Represent RAHA-Cell at all forums of I/NGOs, concerned Govt. Ministries, UN Partners, UN Agencies, Cluster meetings etc.
