Managed (to see Global Fund grant implementation first hand at country level), a 12 country, 9 regional partner, 3 disease, US$50 million grant program. Grant recipients included national governments, academia, the private sector, NGOs and multilateral partners.

Led the design, implementation, and quality assurance of the full range of processes and systems required for the Board to approve Rounds 6, 7, and 8 of Global Fund financing - providing up to US$2 billion in new funding each year.

Managed of a portfolio of US$180 million of grants in complex political settings. Advocated with senior government officials for change in national HIV policies, resulting in the integration of poor and most vulnerable populations into programs in situations of high stigma and prejudice. Developed in-country stakeholder capacity in the areas of internal governance and oversight.

Whilst the international selection for a permanent Contracts Manager was undertaken, I led the Global Fund’s first worldwide transparent selection and contracting process to appoint Local Fund Agents (in-country assurance providers) for over 110 countries, and guided the development of Executive Management policies and an approvals framework to differentiate supplier quality and make LFA appointment decisions through a ‘Best Value’ framework.

At the time of its establishment in May 2000, Comindico was one of the largest private equity funded start-up ventures in Australia. Raising US$300 million in new capital, the original stakeholders included subsidiaries of three current Fortune 500 companies (News Corp, JP Morgan and Cisco Systems) together with major Australian private and public sector investment vehicles. Served as the key liaison between the Board Chair and the CEO on legal and regulatory matters, providing advice and implementing the agreed strategy to successfully secure a change of government legislation that was essential for business success.
