As a researcher of "Modernization of Public Governance in Lithuania: historical institutional analysis of the diffusion, adaptation contextualization of management ideas" project, I was able to conduct research on public sector efficiency and management maturity, based on practical cases, empirical data and interviews with high level officials.The project aims to better understand how and why modern management ideas travel, are selected, and are contextualized in Lithuanian government institutions. Empirical research is based on the narrative analysis of changes of institutional logic, with particular emphasis on the interplay between soviet nomenclatura, post-soviet and continental Europe administrative traditions. It is expected that project results will help to better understand the peculiarities of implementing changes in the public sector organizations in Eastern European context.

• Established PMO in the Government and 14 ministries for project and change management practice then led Environment Ministry PMO to decrease negative government impact on climate change and carbon reduction by 5 %• Applied LEAN methodology (first in the Eastern and Central Europe) to six government ministries (~2000 people), designed and implemented performance management framework (public services quality increased by ~20%)

As adviser on public sector efficiency improvement and performance management, I was able to begin the implementation of LEAN Government methodology into ministries and increase awareness of the importance continuous improvement management. In addition, displayed relevant change management skills whilst leading a project aimed at the restructuring of the organization, with particular focus on process reengineering, designing and optimization.

Was responsible for the execution of a project aimed at analyzing and improving the relevant processes for foreign direct investment attraction to Lithuania for the start-up of manufacturing companies. As a result, I was able to implement public sector efficiency initiatives such as LEAN Government and Stage-Gate methodologies for the better foreign direct investments attraction.

Working on manufacturing and transportation sectors Purchasing Managers‘ Indexes (PMI) with data analysis, project communication and solution implementaion. As well as being responsible for data analysis and stakeholder management on the „African investment climate“ project.

During my time at the Bank of Lithuania I drafted an overview of the February 2014 international economic climate. I also produced an analysis on „Monetary policy since 2008: why quantitative easing didn‘t cause inflation?“. Research work on the topic „Did international credit rating agencies properly assess the economic situation in Lithuania from 2000 to 2013?“ was also conducted. Moreover I gained skills working with the statistical tool „EViews 8“.
