Led multi-state effort and interdisciplinary project team that developed and implemented large-scale terrestrial and aquatic assessments and management plans for the Delaware River and Bay watershed.

Served as primary advisor to County legislature, municipal governments, residents, and non-profit organizations on water resources issues including program administration, policy development, compliance with regulations, management priorities, and impacts of development. Initiated and implemented $5 million capital program to assess groundwater resources.Evaluated and restructured programs to enhance program effectiveness, including watershed management plans, flood mitigation, and critical areas management. Implemented first-ever inter-agency, intermunicipal monitoring plan for Cayuga Lake and its tributaries. Results included reallocation of private funding to support public water monitoring program and securing program funds from alternative disaster-related sources including revisions to insurance rates.
