Owner of Kate Harrison Consulting, specializing in evaluation of court, criminal justice, indigent defense and social service programs in the United States, Europe, Asia and Africa. Services include:o Evaluating the efficacy of criminal justice operations, family and civil mediation, and indigent defense services; o Facilitating interagency efforts in foster care, probate services, and fee and fine collections;o Workflow analysis and documentation; and o Creating public information materials to assist unrepresented litigants. Clients span 31 California counties, eight states and eleven nations overseas. Clients include the San Francisco Bar Association, Santa Clara and Pima County (Arizona) Boards of Supervisors, 27 California Superior Courts, the North Dakota Court Improvement Project, the Justice Management Institute, the United States Agency for International Development, the World Bank, the New England Conference of State Court Administrators and the East San Jose Community Law Center.

Directed a staff of 60 management analysts improving access to and effectiveness of the trial courts in California. Directed development of the $1.9 billion annual state trial court budget and supplemental and deficiency funding requests. Represented the Administrative Office of the Courts in negotiations with the Department of Finance and the County Supervisors' Association of California concerning implementation of state trial court funding legislation.

Directed 60 staff in the finance, human resources, information technology divisions of the Superior Court. Developed the Administration's budget for twelve City and County departments, with total operating funding of $507 million. Participated in labor negotiations with three bargaining units encompassing over 10,000 employees. Advised the Mayor about the policy and financial aspects of labor agreements.Prepared and monitored financial plans for major transit and roadway development projects along the San Francisco waterfront.
