Dr. Katherine Bailey, serves as Executive Director for the Higher Education Consortium of Metropolitan St. Louis - Educational Opportunity Programs where she oversees eight locations and four satellite offices for three TRIO programs—Educational Talent Search, Upward Bound, and Educational Opportunity Centers. Serving over 8,000 students and participants, TRIO programs are designed and funded to assist underrepresented students, particularly first-generation and low-income, in accessing and completing their postsecondary education. Dr. Bailey possesses administrative experience in secondary, vocational, postsecondary, non-profit and various college-access and federally funded programs.
