AcqDemo transforms DoD acquisition workforce personnel management and compensation policies and procedures to enhance DoD's ability to compete for, develop, and retain talent across the acquisition mission. Led expert teams in training Senior Leaders, HR staff, and NAVSEA’s 4,000 Civilian employees. Coordinated and oversaw execution of training sessions for ~ 700 supervisors.

Led 120 military, civilian and contract employees responsible for determining Navy’s workforce/manpower requirements for all ships, submarines, aviation squadrons, totaling over 220K manpower requirements representing $12.8B in Navy Total Obligation Authority. Direct support and liaison to OPNAV Resource Sponsors/staff; Fleet Commanders; Navy Personnel and Training commands. Led Navy’s Position Management Line of Business, responsible for Navy Manpower Business Strategy and execution to meet current and emerging manpower business requirements and support to ~1500 manpower managers Navy-wide; policy compliance oversight for 734K total manpower requirements in Navy’s 6260 commands/activities; Navy’s military workforce classification policy/ framework and skill identifiers; and Functional Management of Navy’s Manpower Business and IT systems. Managed $4.8M annual operating budget.

Supported Director, Navy Staff (DNS) in directing OPNAV Staff Principal Officials in support of CNO executive decision-making. Delivered management support to OPNAV Staff; served as sponsor for 28 Echelon II commands. Directly managed 9 DNS divisions; 1,140 military/240 civilians in direct support of CNO and $800M annual DNS Resource Sponsor program. Planned/executed $110M annual budget.

Responsible for development and application of Navy Selected Reserve manpower, personnel, compensation, training, medical support/benefits and mobilization policies for 70K Navy Reserve Force. Worked in consonance and built consensus with Office of Secretary of Defense (OSD) Reserve Affairs; Assistant Secretary of the Navy, Manpower and Reserve Affairs ( ASN M&RA), other Services, and Navy stakeholders. Provided vision, direction, leadership, priorities and strategy to effectively use the Navy Reserve in support of a Total Integrated Force. Developed and coordinated legislative matters/proposals, draft instructions, and policy decision documents. Monitored execution of Reserve strength plans, ensuring alignment to Congressionally-mandated controls and budget plans. Systematically improved organizational processes and personal skills to meet organizational objectives.

Navy lead for mobilization, and adaptive individual and unit capability development/sourcing/deployment to support world-wide Joint and Naval Operations. Responsible for individual augmentation/mobilization policy developed in concert with OSD, Joint Staff and other Service senior leadership; Navy-wide coordination/execution/oversight for establishment of personnel selection/training/equipping/support policies and organizations for ~15K active and reserve component augmentation requirements, and over 30K personnel deployed. In SECDEF-designated oversight role for DoD/Depart of State (DOS) Iraq Provincial Reconstruction Teams, led all Services, National Guard Bureau, Joint Staff, OSD and DOS to successfully man/equip/train; integrate and deploy diverse teams of civilian/active and reserve component personnel; develop policy/processes to support deploying DoD civilians.

Baghdad, Iraq

Led development of strategic guidance for all major transitional efforts in Iraq to include: merging of all US military commands into USF-I; transition from combat to stability operations; reduction of over 100,000 troops to 50,000; transition operational lead of over 1300 US activities from military to civilian control under the US Embassy-Baghdad. Partnered with US Embassy-Baghdad to craft the Joint Campaign Plan (JCP), a whole-of-government strategy to guide and synchronize all US government interagency actions. Led USF-I Transition Planning, and coordination with US Embassy-Baghdad/US Central Command (CENTCOM)/Joint Staff/Interagency in preparation for withdrawal of US forces. Developed USF-I strategy recommendations to Chairman and Joint Chiefs, SECDEF and US National Security Council (NSC); coordinated with Joint Staff and NSC Interagency Committee to craft national policy decisions that defined U.S. support to Iraqi Security Force through 2011, and Depart of State-led future Security Cooperation missions after military withdrawal.
