Led the Libraries Taskforce since inception, with a remit to reinvigorate the public library sector in England (comprises 151 library services delivering 211m physical and 86m virtual visits with £771m expenditure per year). The Taskforce is a multi-agency body of organisations that provide leadership to, and delivery of, public library services. It is jointly sponsored by central and local government (through the Department for Digital, Culture, Media and Sport and the Local Government Association). This included: influencing service delivery decisions in 3,000+ libraries by 151 local government library authorities through national frameworks, good practice guidance and 1-2-1 interventions; and forming coalitions and brokering deals with partners to fund and deliver national programmes.
Government Digital Service
Deputy to the Chief Executive, jointly responsible for building GDS from <100 to 600+ people. Created and led a new digital policy and departmental engagement team, developing cross-government strategies with departmental digital leaders. This included: leading production of the first Government Digital Strategy; establishing and chairing the Digital Leaders Network that provided cross-government leadership to drive the digital agenda across Government; developing policies and delivery partnerships on Assisted Digital (supporting those offline to access digital services) and Digital Inclusion (supporting people offline to get online).
Civil Contingencies Secretariat
Recruited to CCS Executive Board to create a new team building capabilities and preparedness for civil emergencies across 1200+ local level responders (emergency services, councils, utility and transport providers, etc). This included: acting as CCS Duty Director in COBR, responding to emergencies including swine flu pandemic, flooding, terrorism, animal diseases and severe weather; and developing a new strategy for Community Resilience - supporting individuals and businesses to be better prepared for emergencies.
